- SynopsisThe 751st Electronic Systems Group (ELSG) is seeking information relative to mature technical solutions to achieve a wideband line-of-sight (LOS) and beyond line-of-sight (BLOS) digital communications capability for the E-8C Joint STARS aircraft and its communications partners. This Request for Information (RFI) will be followed by an Industry Day currently scheduled for 7-9 July 2009. This Request for Information (RFI) is in support of a market survey being conducted by the Air Force Electronic System Center at Hanscom AFB to determine potential sources capable of designing and developing wideband (WB) Line-of-Sight (LOS) and Beyond LOS (BLOS) IP-based data links and associated networking capabilities for the E-8C Joint STARS and other widebody airborne platforms as well as related ground-based facilities. Joint STARS is a system of systems consisting of both airborne and ground-based segments. It features the USAF E-8C, a militarized Boeing 707-300 aircraft with airborne radar, operations and control, and communication subsystems designed to support and be interoperable with existing and planned joint Command, Control, Communications, Computers, and Intelligence (C4I) systems. The ground-based segment consists of the US Army Common Ground Station (CGS) and the Joint Services Workstation (JSWS). Army is currently modernizing the CGS to Army Distributed CGS (DCGS-A). These systems receive E-8C complete radar data in near real-time (NRT) and process, store, and display that data, allowing the operators to build and maintain Situational Awareness (SA) of the operational environment through detailed analysis. Joint STARS expanded data communications will need to support operations by providing IP connectivity to relevant airborne and ground agencies, by being robust to jamming for a significant percentage of the communications transacted, by providing the necessary quality of service over the links and nets which Joint STARS enables and by providing sufficient throughput to satisfy the various information exchange requirements associated with the missions. Due to the huge amounts of data the E-8C receives and transmits, the Government is now looking at industry to provide a solution capable of low latency, wideband, Anti-Jam (AJ), and robust communications for both BLOS and LOS communications with various aircraft and with ground-fixed and ground-transportable facilities/networks. The 751st ELSG and its customers are looking for communications systems as part of an industry recommended solution set, with an explanation of their utility and their applicability to the missions served by Joint STARS and its communication partners, and the feasibility for these systems to be integrated on the. A description of the current communication areas can be found as an attachment to this Synopsis. This RFI is for information, planning, and market research analysis only; therefore, it is not to be construed as a commitment by the Government to procure a WB LOS/BLOS communications and networking capability at this time. This RFI is not a formal solicitation nor is it a request for proposals (RFP). Any formal solicitation will be announced separately. The Government is not responsible for any cost respondents may incur to prepare responses to this RFI. Response to this RFI from industry is strictly voluntary. Should the 751st solicit for proposals to build the WB LOS/BLOS communications system, such an announcement would not occur prior to calendar year 2010. Installation and initial fielding of the capability would then be nominally projected for calendar year 2013.
