Description
LIFT TEST PROCEDURE Request for sources sought: AG-03R6-SS-09-0001, Lateral Ignition and Flame Spread (LIFT) Testing This is a request for market research only. No solicitation is available. Sources sought for expressions of interest for a vendor to provide testing facilities, technical support, data recording, data analysis, and final report of the data analysis to WFCS (Wildland Fire Chemical Systems). Services shall be performed in accordance with Forest Service protocol as noted in attachment titled LIFT TEST PROCEDURES. This document is also posted on the MTDC Website titled STP-2.2 Extent of Proposed Project: 75-100 individual tests over 2.5 to 3 days. Statement of Work: Vendor shall obtain and prepare the test samples: T1-11 siding from a single source shall be used. The 4’ x 8’ sheets shall be cut into 6.25” X 6.25” pieces. The portion of the sheets with the milled grooves shall be used for spacers. The test samples shall be conditioned at 70 °F for 30 days prior to testing. Vendor shall calibrate, adjust, and run the LIFT equipment and all associated computers to obtain a complete record of the testing and provide copies to the FS. Vendor’s technicians shall perform all operations directly related to their equipment. Vendor shall provide a report documenting the work performed, the products, tested, and the performance of each product. Government (FS) shall provide, prepare, and apply all test products: Mix each test product at the proper mix ratio immediately prior to use Apply each test product to the test samples. Government shall select test samples and determine fuel moisture content of the selected samples. Government shall provide copies of the test procedures to vendor. Vendor’s technical staff shall ensure that all sample and test conditions are used during the calibration and adjustment of their equipment. Vendor and Government shall measure the time for the application and ignition steps, compare the results, and record a single, joint set of values. Vendor and Government shall jointly assure that all tests are videotaped and that both parties have a complete set of tapes. Vendor shall provide a draft report to the Government (FS) within 3 months of the completion of the tests and the final report within 1 month of receipt of review comments on the draft. Any vendor interested in performing this service shall provide evidence of expertise, experience with product testing, demonstrate flexibility with timeframes for testing, and be able to provide the necessary equipment and facilites to conduct testing.
