Description
The Social Security Administration (SSA) intends to purchase software particular to one manufacturer as set forth in the Federal Acquisition Regulation (FAR) 8.405-6 “To an item peculiar to one manufacturer.” As it stands, Infogix, Inc., 1230 E. Diehl Road, Suite 302, NAperville, IL 60563, is the only known manufacturer of the abovelisted software. This software is necessary to support the ITOA project provides for the protection of the critical assets of SSA’s National Computer Center (NCC) located in Woodlawn, MD. ITOA will lessen the impact of a disaster recovery event by establishing a second, fully functional, co-processing data center (Durham Support Center (DSC), NC). At the completion of the project in FY 2012, each center will process a portion of SSA's critical and non-critical workloads. Each center will back up the data assets of the other. To accomplish this back up, the software at the Durham site must mirror the software running at the NCC site. Therefore, a site license for the ACR Summary/MVS software is required. ACR Summary/MVS is used as an informational integrity software tool. It is used to balance output counts when information is transferred between jobs. Infogix, Inc. is the only vendor that can supply the software license and maintenance generally required for its products because Infogix, Inc. owns intellectual property rights in its software, including copyrights. Any vendor capable of providing software that can perform the essential requirements must present electronic/written evidence of such capabilities by September 25, 2008. The evidence must include a discussion of how the software would satisfy the proposed requirements.The Government does not intend to pay for information received and does not intend to provide evaluation result to the sender.
