- Description
- The U. S. Geological Survey, Geospatial Information Office has a requirement for high-resolution digital orthoimagery covering an area of approximately 394 square miles over the Bismarck/Mandan, ND metropolitan area. USGS has the opportunity to obtain all this orthoimagery from the Bismarck-Mandan North Dakota Metropolitan Planning Organization at 11% of the cost of the entire project because other agencies and local governments will contribute the remaining funds for this project. Imagery collection requirements are as follows: 1) Collected imagery shall provide ground resolution (pixel size) of 0.5-foot; 2) Imagery shall be acquired during minimal shadow conditions. Imagery acquisition shall occur when the sun angle is greater than 30-degrees; 3) No obstructions (smoke, clouds, haze, dust, mist) shall exist, 4) Imagery shall be acquired when the surface conditions are such that there is no snow on the ground, nor ice on lakes or beaches; 5) Leaf-off conditions are required. Orthorectified imagery specifications are as follows: 1) Pixel Resolution: 0.5 foot; 2) Radiometry: 24-bit true color; 3) Georeferencing: NAD83 (adjusted 1996), North Dakota State Plane coordinate system; 4) Product Accuracy: National Map Accuracy Standard (NMAS) suitable for 1"=100' scale mapping or +-3.33-ft positional accuracy; 5) Less than 5% cloud cover and/or shadows shall not appear in the any of the images; 6) No "warped" bridges, underpasses, or roads; 7) No "image smear" or "stretched" area on images;8) No inconsistencies in tone and density between adjacent image tiles; 9) Shall be radiometrically & geometrically corrected to enable adjacent image tiles to be displayed simultaneously without obvious distinctions between them; 10) Seasonal and temporal differences should not show differences across image join lines. Delivery: November 30, 2009. Based on information available at this time, the government considers the item specified as a sole source from the Bismarck-Mandan North Dakota Metropolitan Planning Organization and proposes to negotiate with that firm only. However, should additional sources be identified, they will be considered. Firms who feel that they can furnish the required services and provide considerable cost sharing are invited to submit in writing an affirmative response to this announcement, and such other materials which correspond to the required item stated herein. This information will be evaluated and used to determine if competitive opportunities exist. Since no solicitation document exists, requests for such documents without accompanying information will be considered a non-response to this request without further consideration. Affirmative response shall be received by this office by close of business May 27, 2009 by 3:00 P.M. Mountain Standard Time. This notice represents the Government's only official notice of this procurement.
