- Description
- The Government intends to negotiate a Firm Fixed Price Contract for the Naval Meteorological and Oceanography Command for providing Weather Observation and Forecasting Services at 22 Naval Air Stations within the United States and 1 Naval Air Station at Guantanamo Bay, Cuba. This procurement has been accepted by the U.S. Small Business Administration (SBA) as a Competitive 8(a) procurement for small disadvantaged businesses currently certified in the SBA's 8(a) Business Development Program. Please note that the contract is not expected to be awarded until late October, 2009 and the successful contractor must still be certified within the 8(a) Program at the time of award. This requirement will be procured in accordance with FAR Part 15, Contracting by Negotiation. The North American Industry Classification System (NAICS) code is 541990, All Other Professional, Scientific and Technical Services, and the Federal Supply Classification Code is R427, Profession Services - Weather Reporting and Observation. The solicitation is expected to be issued on or around 5 August 2009 and will contain the entire Performance Work Statement, Evaluation Factors, and Instructions to Offerors delineating what information is required in addition to pricing. There will be a group site visit on 19 August 2009 to view the weather observation facility at Naval Air Station Oceana located in Virginia Beach, Virginia. See information below for details. Potential offerors are hereby notified that the solicitation and any subsequent amendments to the solicitation will only be available by downloading the documents at http: www.fedbizopps.gov, as this office no longer issues hard-copy solicitations. By submitting a proposal, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal agency. Scope of work: The contractor shall provide Weather Observation Services at the following locations: Naval Air Station (NAS) Chambers Field Norfolk (VA), NAS Oceana Virginia Beach (VA), NAS Brunswick (ME), NAS/Joint Reserve Base (JRB) Willow Grove (PA), NAS Patuxent River (MD), NAS Pensacola (FL), NAS Whiting Field (FL), NAS Meridian (MS), NAS/JRB New Orleans (LA), NAS Kingsville (TX), NAS/JRB Fort Worth (TX), NAS Corpus Christi (TX), Naval Station Mayport (FL), NAS Key West (FL), NAS Jacksonville (FL), NAS Whidbey Island (WA), Naval Air Field El Centro (CA), NAS Fallon (NV), NAS North Island Coronado (CA), NAS Lemoore (CA), Outlying Field Imperial Beach Dan Diego (CA), Naval Auxiliary Landing Facility San Clemente Island (CA), and NAS Guantanamo Bay (Cuba). Tasks include taking/recording/encoding/disseminating accurate surface weather observations, reporting and documenting equipment and communication outages, transmitting accurate and timely pilot weather reports, and disseminating Naval Aviation Forecast Center-issued weather warnings. The contractor shall provide additional Weather Forecasting Services at the following locations: Naval Air Station (NAS) Pensacola (FL), NAS Whiting Field (FL), NAS Corpus Christi (TX), and NAS Whidbey Island (WA). Additional tasks include preparing and conducting flight weather briefings. Site Visit: A one-time, group site visit is scheduled for Wednesday, 19 August 2009 at the Naval Air Station Oceana located in Virginia Beach, Virginia. The site visit will start at 9:00 a.m. All contractors authorized to attend will meet in the parking lot of the Naval Air Station Oceana Commissary located at 1300 Oceana Blvd., Building 3070, Virginia Beach, VA 23454. The Commissary is not on base and does not require a visitor's pass to enter the parking lot. A bus (or busses) will take all authorized contractor personnel inside the Air Station to tour the weather observation facility. Attendance at this site visit is not mandatory, but no other site visits will be offered. There is a limit of two people per company. Contractors interested in attending the site visit must provide the following information for each attendee to the Contract Specialist, Bonnie Parker, no later than 3:00 p.m., Monday, 10 August 2009: Company Name, Name of Attendee, Social Security Number, Date of Birth, Place of Birth, and Citizenship. This information can be e-mailed to Ms. Parker at bonnie.parker@navy.mil or faxed to her at 757-443-1424. Contractors may call 757-443-1410 if they have any questions or to verify that their e-mails/faxes have been received. This information will be subject to the Privacy Act and will be stored in a locked cabinet. It will not be released to anyone other than Security Officers and will be destroyed immediately after the site visit. Please note that no security information required for the site visit, either initial or revised, will be accepted after 3:00 p.m. on 10 August 2009.
