- RECOVERY - THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER DTFH61-07-D-00009, DTFH61-07-D-00010, DTFH61-07-D-00011, DTFH61-07-D-00012, and DTFH61-07-D-00013. The purpose of this fixed price task order is to provide support to the Recovery Act reporting program through statistical analysis, quality assurance, report writing, study design, and program coordination for the 2009 through 2012 data collection effort. The scope of this Task Order does not include activities relating to new data collection as those will be covered under a separate procurement effort. The contractor shall provide two individuals who will complete the work under this Task Order in conjunction with the Contracting Officer’s Technical Representative (COTR) and Office of Policy and Governmental Affairs staff. The nature of the work to be performed will be analyses of existing data, coordination with stakeholders, report writing, map generation, and quality control. The work ranges from complex statistical analysis and programming to policy reports and analyses in support of an increased understanding of the financial, environmental, and economic impacts to the nation as a result of the implementation of the Recovery Act. The work to be conducted under this Task Order involves statistical and methodological work to address current and future Recovery Act data collection quality and timeliness. This statement of work provides for statistical and methodological consultation on a variety of issues related to design, implementation, and sample management. Specific areas covered under this scope of work include: quality review of data quality and measurement errors; data collection streamlining techniques; graphical information presentation; report generation and quality control; methods and sampling improvements; large database management and querying using Microsoft Access; and geospatial display of data.
