Description
Description(s): This is a Sources Sought Notice. Reference Number F1Z5049051A001. Below is partial Performance Work Statement (PWS), still in its very infant drafting stages, and is subject to change. TASK: creation of a virtual reality profile and program for the "Norma Brown" trainer and annex. This capability will provide a dimension to the training that allows the students to experience "first person" and team "first person" perspectives. This technology moves the training from the "overhead" view to what responders would encounter in a real-world situation. Current technologies have advanced far enough to enable this dimension of training to be added to our current trainer and enhance our overall capabilities; however, it must address specific capabilities in order to be effective. Performance Work Statement: There are many requirements that must be met to make this evolution of training possible. Scenarios must be "open-ended," they cannot be predetermined and must include man-made and natural disasters. This will enable an evolution that is the final result of the students' decisions. Simulations (spills, fire and smoke spread, gas clouds, wind speeds, etc) must act as they would in the real world. Simulations must be able to automatically react to the actions taken by responders, the topography and weather conditions. All actions must take place in a "real time" way; however, there must be the capability for instructors to advance scenarios once learning has occurred or the student passes that portion of the evaluation or practice. Instructors must also have the ability to create new scenarios when desired. All scenarios must be created in a fashion that allows on-the-spot modifications by instructors. Scenarios must provide real time feedback to student role playing. All scenarios and simulations must have DOD specific vehicles and facilities. The system must have the capability to be updated; when the DOD develops new vehicles, equipment, uniforms etc. the simulations must be able to be updated as well. The system must have the capability to incorporate multiple agencies of law enforcement, HazMat, local, and state and federal resources that are represented in the simulations. Scenarios must be able to be viewed from all perspectives (first person, multi-team view, adjustable overhead etc.). The environment for training events must be modeled exactly after our trainers (Norma Brown AFB, and Annex). There must be the capability to have additional environments separate from our trainers (other geographic locations, desert etc.) The contractor must be able to model all our facilities and provide for, in a very realistic fashion, a fully immersive three dimensional environment that matches exactly to our trainers. This system must be able to change and develop in size. As training expands, more stations and video viewing stations must be able to be expanded. This system must be able to be linked together in a network and also be able to be "stand-alone." The system must be able, at least in part, to be transportable to be used on our mobile training teams. Instructors must have the capability to review any portion of the scenario with students for post exercise evaluation and critique with a "play-back" option. This option would allow for forward, reverse, pause etc. capability. In order for this adaptation to be effective it must meet the basic requirements listed above. Overall, the system must provide a very "user-friendly" and non-complex operating system and the company must provide training for system operators (instructors). The simulations must be visually realistic to enhance the training environment. This training system will greatly increase the realism the students experience and add a dimension they have never been able to experience. If the system is flexible and able to expand/update with time, it will allow DOD Fire Emergency Services to stay on the cutting edge and provide our trainees with the best training available anywhere. Ultimately, it will provide the best trained, most capable fire officers to the Combatant Commanders. This system must be expandable. The company who provides this simulator to the Fire Academy must have proof of an established track record, having delivered a minimum of five simulators with the same complexity and realism. They must prove they have property rights to the simulation software. They also must have in-house engineering, programming, virtual reality environment and resource modeling capability. This simulator CANNOT be a "video game" that lacks the ability to provide a completely open-ended simulation exercise. Any potential bidders must provide a demonstration of their capabilities and be able to meet all of the above criteria.
