- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-30. This announcement constitutes the only full and open competition solicitation and a written solicitation will not be issued. This synopsis, NAICS code 334516, is to notify contractors that the government intends to issue a Firm Fixed Price Purchase Order in accordance with FAR Part 13.106 for the following statement of work, under the simplified acquisition procedures. Any firm that believes it is capable of providing the required service as stated herein may submit a capability statement to document its ability to provide the required services. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. The Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial offer(s) is/are providing the Best Value and discussions are not necessary. This solicitation is issued as a Request for Quote (RFQ). Description: one (1) base year and four (4) option years preventative maintenance contract to service two (2) Dionex DX-500 laboratory equipment (S/N# 09926132 (OBS) R16370, PROD, LC, DET, UV/VIS, UVD 170S and S/N# 99070651 ASSY, GP50, SB, PK, +DG) manufactured by Dionex Corporation. The agreement includes parts and labor costs for four(4) PM visits to facility each year as well as parts and labor costs for service calls for the course of the one(1) base year and each additional option year as follows: Base Year: 07/31/2009 – 07/30/2010 Option Year1: 07/31/2010 – 07/30/2011 Option Year2: 07/31/2011 – 07/30/2012 Option Year3: 07/31/2012 – 07/30/2013 Option Year4: 07/31/2013 – 07/30/2014 Description of equipment requiring coverage: Dionex brand High Performance Liquid Chromatography system used to separate, identify, and quantify compounds. HPLC utilizes a column that holds chromatographic packing material (stationary phase), a pump that moves the mobile phase(s) through the column, and a detector that shows the retention times of the molecules. LC 20 Chromatography Enclosure, CD 20 Conductivity Detector, GP 40 Gradient Pump, AS 40 Automated Sampler, Computer Data System, 17 inch Monitor and HP Laser Printer. Evaluation of Technical Capability and Past Performance shall be based on the information provided in the quotation. Quoters shall include the manufacturer, make and model of the product, manufacturer sales literature or other product literature which CLEARLY DOCUMENTS that the offered product meets or exceeds the specifications stated herein. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor described to "Meet or Exceed the Requirement," 2) Past Performance and 3) Price. Technical Capability and past performance is significantly more important than price (base + four option years). Questions must be submitted in writing to Jaclyn.Stielper@FDA.HHS.GOV no later than 4:30 PM EST on 5/28/2009. Any questions received after this time will not be considered. All quotes must be received by 4:30 PM EST on 2 June2009 to the attention of Jaclyn Stielper, JACLYN.STIELPER@FDA.HHS.GOV. The FDA intends to make an award immediately after the response date of this notice. The award will be made in accordance with FAR Part 13, Simplified Acquisition Procedures.
