- SOURCES SOUGHT NOTICE Response Deadline: 30 Days Nature: This is a sources sought notice only. This is not a pre-solicitation or solicitation announcement. The Government will not award a contract on the basis of the information provided and will not pay for any costs associated with information collected. Responses to this sources sought notice will be used by the Government to make appropriate determinations about potential future solicitations. After review of the responses to this sources sought announcement a synopsis and/or solicitation announcement may be published at a later time. No solicitation is currently available at this time. Purpose: This sources sought notice is intended to obtain market knowledge of the interest, capacity, capabilities and qualifications of vendors, particularly small business sources, who can support potential requirements. Synopsis: In recent years, the US military has significantly increased cross-cultural training and education efforts. The US Air Force (USAF) has applied a culture-general approach for the general purpose force. This entails developing the transferable knowledge, skills and attitudes that most contribute to success in culturally-complex environments. Particular emphasis is being placed on Airmen's development in the attitudinal and meta-cognitive domains. The Air Force Culture and Language Center (AFCLC) requires valid and reliable means of assessing individual and group development, as well as the impact of learning on job performance, to effectively manage learning programs and gauge impact. Scope: AFCLC seeks to assess the capability of vendors to adapt existing proprietary or public assessment instruments (primarily psychometric) of cross-cultural competence for use in military education and training efforts (not for selection purposes). Potential Timeline: It is anticipated that any resulting contract will utilize a phased approach, with an initial 12-month period of performance and two option periods of 12-months each. Potential Tasks: •Initial period of performance: - Design: Determine the range of operational needs of Airmen as well as the institutional requirements of the USAF/AFCLC. - Develop: Revise existing assessment instrument (e.g., items, scales, etc.) and associated systems (e.g., delivery, analysis, feedback, etc.) to address the context and needs. - Deliver: Conduct a proof of concept application of the instrument to a small group of Airmen with analysis of data, group/individual feedback and respondent critiques. •Optional period of performance 1: - Revision: Improve instrument and associated systems based on results of proof of concept application, respondent critiques and sponsor input. - Pilot: Conduct a pilot application of the instrument to a medium sized group of Airmen with analysis of validity/reliability, group/individual feedback and respondent critiques. - Recommendations: Report recommending future revisions and application in USAF/AFCLC training and education programs. •Optional period of performance 2: - Revision: Improve instrument and systems based on results of proof of concept application, respondent critiques and sponsor input. - Initial roll-out: Conduct mass application of the instrument to large groups of Airmen with analysis of validity/reliability, group/individual feedback and a random sample of respondent critiques. - Finalization: Make any necessary changes identified in initial roll-out and deliver final version of instrument and associated systems.
