Description
Notice of intent to issue a sole source modification to Contract No. 283-05-0092. Contract Title: “The National Analytic Center (NAC) for the National Survey on Drug Use and Health (NSDUH) and Other Data” Contractor: RTI International, 3040 Cornwallis Road, Research Triangle Park, NC 27709-2194. The purpose of this modification is to provide additional funds to the contract for an independent and comprehensive evaluation of substance abuse data surveillance systems across the Department of Health and Human Services (DHHS). This activity has been mandated by the White House Office of Management and Budget (OMB) for the purpose of improving data collection, reducing costs, and promoting efficiency. Substance abuse data are collected in a variety of surveys sponsored by the DHHS. Some surveys, such as the National Survey on Drug Use and Health (NSDUH), sponsored by the Substance Abuse and Mental Health Services Administration (SAMHSA); and Monitoring the Future (MTF), sponsored by the National Institute on Drug Abuse (NIDA); are specifically targeted at determining the incidence and prevalence of illicit and licit drugs in the country as a whole and in specific sub-populations. Other data collection efforts, such as the Behavioral Risk Factor Surveillance System (BRFSS), sponsored by the Centers for Disease Control and Prevention (CDC), collect some drug use data as part of a broader health survey. At a minimum, the contractor will be required to review all of the DHHS data collection activities that gather data on substance use and abuse and present a final report on the findings. Demonstration of Proposed Contractor’s Unique Qualifications: The evaluation of DHHS substance abuse data surveillance systems and data collections requires a contractor with specific knowledge and experience related to analysis of substance abuse data and data collection methods, as well as in-depth expertise on the major DHHS substance abuse data collections. The current contractor, RTI International, is uniquely qualified to conduct this evaluation based on a number of salient factors. First, RTI has been the NSDUH contractor for over a decade and has sufficient expertise – operationally and topically - in the largest substance abuse survey sponsored by DHHS. Second, RTI also has had significant expertise in BRFSS as the primary contractor for this activity. In addition, staff at RTI routinely use the MTF data as a “benchmark” for NSDUH. Finally, RTI currently serves the SAMHSA Office of Applied Studies (OAS) as the key analytic contractor on all major survey activities: the National Survey on Drug Use and Health (NSDUH), the Drug Abuse Warning Network (DAWN), and the Drug Abuse Services Information System (DASIS). The staff expertise available through this contractor will enable SAMHSA to start the project immediately, to conduct it efficiently, and to bring it to conclusion within the shortest possible timeframe. Other Facts Supporting the Use of Other than Full and Open Competition: At this time, RTI International is the only contractor that will be able to provide the required services. This review and analysis task requires all key personnel to have expert knowledge in substance abuse topics, data collection methods and analysis, including the three (3) key OAS surveys and other major DHHS drug use surveys. The current NAC contract has another 1-½ years of performance activities remaining. This modification provides for additional work required to meet the OMB request for evaluation of DHHS substance abuse data surveillance systems. Award to another contractor for this work would be time and cost prohibitive. This proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 (41 U.S.C. 253(c)(1))—Only one responsible source and no other services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all capabilities received within 45 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contractor based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
