Price Scenario Worksheet (Attachment E) Solicitation (Attachment A) AB-SKF and AB-PNT Specification (Attachment B) Past Performance Questionnaire (Attachment C) USCG Districts (For Delivery Purposes) (Attachment D) SOLICITATION NOTICE: The United States Coast Guard (USCG) is seeking Offerors to fulfill a requirement to purchase: (1) a minimum of 1 and a maximum of 95 (ATON) SKIFFS (AB-SKF),(2) a minimum of 1 and a maximum of 60 ATON PUNTS (AB-PNT) and (3) associated trailers and equipment in accordance with the attached specification. This solicitation is being issued under NAICS Code 336612 (size standard: 500 or fewer employees) as a 100% small business set-aside. The AB-SKF will be deployed from Coast Guard cutters (ships) or Aids to Navigation Teams in support of mission activities, primarily, aid to navigation servicing, construction, repair and discrepancy response. The AB-SKF will be used to conduct specific aid to navigation recovery; such as, towing a buoy alongside the hull or wire dragging to locate a downed (sunk) object. The AB-PNT will be used by Construction Tenders to transport equipment to a construction site and also used at small boat stations for emergency response to floods or areas where a shallow water response is necessary. This procurement will be accomplished in three phases: (1) Low Rate Initial Production (LRIP), (2) Operational Testing and Evaluation (OT&E), and (3) Full Rate Production (FRP). The USCG intends to procure a minimum of 1 to 5 AB-SKF and a minimum of 1 to 3 AB-PNT for a LRIP run, necessary to field enough vessels to perform OT&E. The OT&E period will run for three months. During this OT&E period, the USCG will fully test the boats (and associated boat outfit and supporting equipment) in a variety of operational and geographic areas to ensure that they meet the performance criteria outlined in the specifications. By the end of this OT&E period, the Offeror(s) shall provide fully developed Logistics, Drawings, and other deliverables outlined in Sections 083-086 of the specification. Once the USCG has accepted and approved of these deliverables, the Offeror(s) will be authorized to proceed to a FRP of the remaining vessels, as outlined in the resulting contract(s) and delivery order(s). Offerors may propose on either both classes of boats or on one of either class of boats as the USCG anticipates awarding either a single Firm-Fixed-Price Indefinite Delivery Requirements type contract (for both classes of boats) or two Firm-Fixed-Price Indefinite Delivery Requirements type contracts (one for Aids To Navigation (ATON) SKIFFS (AB-SKF) and one for ATON PUNTS (AB-PNT)). The initial delivery order (s) will be issued concurrently with the Requirements Contract. The period of performance shall be five years from the date of award. The following documents are included and are hereby incorporated into this solicitation: (A) Solicitation (Attachment A), (B) AB-SKF and AB-PNT Specification (Attachment B), (C) Past Performance Questionnaire (Attachment C), (D) USCG Districts (For Delivery Purposes) (Attachment D), and (E) Price Scenario Worksheet (Attachment E).
