Description: Support for the Office of Critical Path Programs This is a SOURCES SOUGHT NOTICE to determine the availability and capability of small businesses (including certified 8(a), Small Disadvantaged, and HUBZone firms; veteran and service-disabled veteran-owned small businesses, and woman-owned small businesses) to support as needed to the Office of Critical Path Programs (e.g., business process planning, project management, meeting planning and support). This information is being sought for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Food and Drug Administration (FDA). No official solicitation exists; therefore, please do not request a copy of a solicitation. If in the future an official solicitation is released, there is no guarantee that sources responding to this will be included on the source list. No telephone inquiries will be accepted. FDA may consider soliciting services for a base year and four option years using an IDIQ task order contract vehicle. Objectives: The ultimate goal of this project is for the development of strategies to implement Agency identified projects within the CPI (Critical Path Initiative); conduct needs assessments for both internal and external stakeholders; perform business process planning and benchmarking exercises for identified projects; provide project management and support activities to include meeting planning and support, project implementation, and other relevant technical assistance; develop strategic and operational plans; support implementation efforts; in order to ensure effective and efficient achievement of various project goals to support FDA’s mission. Independently and not as an agent of the Government, the contractor shall furnish the necessary personnel, materials, services, facilities, and otherwise do all things, except as provided in the schedule, necessary for or incident to the performance of the work as described below. The contractor shall be prepared to develop a response to individual tasks as they are assigned. Draft Scope of Work: Tasks may include: •Develop project designs, plans and comparisons of performance options, as appropriate, for each task. •Analyze program parameters, as appropriate, including information management and technology requirements, needs assessments, identification of existing best practices, forecasting technology, business needs, and application of other relevant tools. •Evaluate the effectiveness of current, proposed, and planned capabilities, identifying appropriate benchmarks, developing performance metrics, and other appropriate measures of merit. •For identified projects, retrospectively evaluate or prospectively estimate the impact of changes in scientific technologies on agency costs and mission performance. •Develop plans for and support engagement of internal and external stakeholders in planning and implementing activities to ensure well-informed and well-designed approaches that are effective, successful, and sustainable. •Develop strategies for sustained implementation of identified projects, to include scientific and technological needs, considering both internal and external adoption. •Develop business plans to support the implementation of strategic plans, both internally and externally. •Design and draft communication deliverables (e.g., reports, brochures, slide presentations) per Agency-specified requirements •Provide routine briefings to designated FDA staff on the progress of work under specified Task Orders, analysis findings, and other contract deliverables. •Provide detailed breakdowns of work and associated costs for each requested data task. We may anticipate a labor hour type contract with a base year plus four one year options. Viable parties shall provide the following: Part A. Capabilities and Technical Experience – Provide a capability statement describing how your company would provide technical and organizational expertise to perform tasks such as development of strategies to implement Agency identified projects within the CPI; conduct needs assessments for both internal and external stakeholders; perform business process planning and benchmarking exercises for identified projects; provide project management and support activities to include meeting planning and support, project implementation, and other relevant technical assistance; develop strategic and operational plans; support implementation efforts; in order to ensure effective and efficient achievement of various project goals to support FDA’s mission. Part B. Size of Business- Please provide your business size and submit copies of any documentation such as letters or certificates to indicate the firm’s status. Part C. Organizational Conflict of Interest (OCI) - If any, provide disclosure of business activities of your company, your affiliates, your team members and affiliates of your team members which create either a conflict of interest or the appearance of a conflict of interest in the performance of consultant to provide support as needed to the Office of Critical Path Programs (e.g., business process planning, project management, meeting planning and support). Part D. Cost Estimate - Provide a cost estimate for the services (i.e. hourly rates, hours/days) and the number of hours in the performance of a consultant to support as needed to the Office of Critical Path Programs in accordance with the Draft Scope of Work. Part E. Small Business – Describe your ability to meet the requirements in accordance with 52.219.14 – Limitation on Subcontracting. Responses shall be: -identified with the Sources Sought number ; -no more than ten (10) pages in length; -not submit marketing materials; -submitted to the email as indicated above. FDA makes no implied or in fact contract by issuing this Sources Sought. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the FDA’s view of the information received. Do not send any material that requires a non-disclosure agreement or that may be business sensitive. Responses received that include a non-disclosure agreement or identify information that is business sensitive will not be accepted. Responses to this notice will not be returned.
