- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information contained in this notice. The procurement is being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13.5. This announcement constitutes the formal Request for Quotation (RFQ) and a written solicitation WILL NOT be issued. The solicitation document and incorporated provisions and clauses are those in effect through May 2009 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars 2005-32. This acquisition is a 100% small business set-aside and the NAICS code is 541990. It is the intent of the National Library of Medicine (NLM) to procure supportive content and coordination efforts to assist with primary and secondary research, asset identification and acquisition or creation, creative enhancements, development of textual descriptions and linguistic guidelines, coordination of information, records, meetings and other gatherings and other general, administrative, research or technical assistance to develop the content for a museum exhibition, website, education program about Native People's concepts of health and illness. MANDATORY QUALIFICATION CRITERIA A. Offerors must demonstrate 5 years experience with museums, Libraries or other cultural institutions in developing projects relevant to the National Library of Medicine's requirements for exhibitions of the size, complexity, and nature of the Library's previous projects. B. Offerors must indicate experience on a minimum of three projects working with American Indian, Native Hawaiian or Alaska Native individuals, communities, or collections of materials relating to these cultures. Experience must demonstrate that the projects have been well received by the Native stakeholders and effective in communicating to non-Native audiences. EVALUATION CRITERIA FOR TECHNICAL PROPOSAL Criterion Weight A Past Performance 40 points B Experience with Native communities 30 points C Writing sample/Product portfolio 30 points TOTAL POSSIBLE POINTS 100 points KSA Requirements • Ability to work successfully with Native individuals and communities to produce products suitable for non-native audiences • Skill in collaborating with individual representatives of Native communities • Knowledge of collections related to American Indian, Native Hawaiian or Alaska Native cultures • Ability to illustrate storylines of the significance, complexity, and magnitude of the Library's past products • Skill to execute thorough asset research and acquisition adhering to all rights requirements and museum standards • Ability to provide academic expertise in the concepts of health and illness held by varied and specific Native peoples and communities • Ability to provide detailed descriptive content with academic standards of integrity • Skill to develop storylines of the significance, complexity, and magnitude of the Library's past products • Ability to provide recommendations regarding the most effective method of content delivery based on the intended audience • Skill to make historic themes accessible to K-12 audiences • Ability to adhere to a budget and schedule • Ability to work in creative teams • Ability to coordinate and manage large amounts of text, image and media • Ability to coordinate and manage large meetings or gatherings EVALUATION FACTORS FOR AWARD A. Past Performance 40 Points Past Performance will be evaluated on the ability of the Offeror to adequately provide the resources and the management skill required to complete task orders in accordance with the Library's technical, schedule, and cost constraints including: • the quality, creativity, and relevance of products and services • stakeholder, customer, and audience satisfaction • the ability to produce reports, to monitor projects and track progress, to adhere to schedules, and to provide quality assurance • timeliness of performance, business relations • management's commitment of adequate and quality resources to this purchase order B. Experience with Native communities 30 Points Experience with Native communities will be evaluated for clarity, relevance and appropriateness to the performance required by this scope of work. Other factors include: • Demonstration of successful project outcomes well received by native stakeholders and non-native audiences • Recognition of museum exhibition standards, components, and goals C. Writing Sample/Product Portfolio 30 Points The Writing Sample/Product portfolio will be evaluated on performance under existing and prior contracts/subcontracts for work similar in nature and complexity to the National Library of Medicine's past exhibitions. Evaluation will be on: • the clarity, thoughtfulness, and relevance of written pieces • the relevance and success of museum exhibition related products • the organization, completeness, complexity, and thoroughness of research and coordination reports It is anticipated that ONE (1) AWARD will be made from this solicitation. This requirement is for a base year with options for four (4) successive one-year periods. The period of performance is on or about June 15, 2009. The quoter shall include all information which documents and/or supports the qualification criteria in one clearly marked section of its quotation. ** The Statement of Work (SOW) of this requirement is immediately followed below. ** All proposals received by June 2, 2009, 4:30 P.M. The following FAR clauses apply to this acquisition: FAR 52.212-4, Contract Terms and Conditions Commercial-Items (March 2009)-Addendum to Clause Year 2000 Compliance (July 1997); FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial-Items (April 2009). ** Statement of work: Content and coordination support An exhibition about Native People's concepts of health and illness Purpose and Objectives The National Library of Medicine requires supportive content and coordination efforts to assist with primary and secondary research, asset identification and acquisition or creation, creative enhancements, development of textual descriptions and linguistic guidelines, coordination of information, records, meetings and other gatherings and other general, administrative, research or technical assistance to develop the content for a museum exhibition, website, education program about Native People's concepts of health and illness. Background Information The project about Native People's Concepts of Health and Illness may include any or all of the following elements: Onsite Installation, Multimedia Programs, Traveling Exhibitions, Websites, Education Components and Public Programs. Emerging out of a 4-year consultation phase, with a wide range of Native consultants this long development process has brought the National Library of Medicine into contact with a wide variety of scholars, Native communities and cultural institutions. Development of this project will require the compilation, analysis, and review of a significant amount of scholarly information and supporting images, artifacts and media for research and display. Assessing, contextualizing, locating and acquiring this content requires technical skills to research, negotiate, consult on and ensure the quality of thousands of pieces of data, meeting high legal and ethical museum exhibition standards of description, provenance, care and display. Period of Performance Base Year: June 15, 2009 - June 14, 2010 Option Year 1: June 15, 2010 - June 14, 2011 Option Year 2: June 15, 2011 - June 14, 2012 Option Year 3: June 15, 2012 - June 14, 2013 Option Year 4: June 15, 2013 - June 14, 2014 Phases and Requirements The contractor will be responsible for providing supportive content and coordination efforts to the exhibition creative team throughout the duration of content development and design development phases. This support will be responsive and provide resources to the larger Exhibition team and Intellectual advisor as team members develop and refine the overall themes, the big ideas, the take home messages of the exhibition, interpretive and design treatments, and will support efforts to develop textual descriptions, education programs, outreach activities, and public programs related to the project. In order to assure the highest quality product which will be acceptable to the National Library of Medicine and all its stakeholder communities, the contractor must be: • Familiar with and experienced in collaborating with individual representatives of Native communities • Able to provide academic expertise in the concepts of health and illness held by varied and specific Native Peoples and communities • Able to provide detailed descriptive content adhering to academic standards of integrity • Able to execute thorough asset research and acquisition for cultural and educational products adhering to all rights, requirements, and museum standards • Experienced in making historic themes accessible to K-12 audiences Each possible element of the project about Native People's Concepts of Health and Illness may include one or more of the following support tasks: Content development tasks Content and coordination support may include primary or secondary research to support the development of an exhibition narrative, a section of the exhibition, or a particular element of the show including textual research, identifying potential photographs, artifacts, or media to illustrate the narrative. Content and coordination support will include writing of reports; tracking contacts; creating, organizing, copying, transferring information related to research, assets, facts, people and gatherings in a timely manner. Interpretive plan tasks Content and coordination support will include the tasks listed above and more detailed research and development activities related to specific stories, assets, individuals, events, themes, interpretive approaches, and creative adaptations. Exhibition treatment and asset acquisition tasks Content and coordination support will include the tasks above and negotiating or arranging for asset acquisition or creation. Conceptual design tasks Content and coordination support will include the tasks listed above. Design phase tasks Content and coordination support will include the tasks listed above. Production, installation, opening tasks Content and coordination support will include tasks listed above. Program Management and Control Requirements Work is expected to be completed via phone, fax and email. With in person meetings and travel infrequently as required. Weekly phone calls with the Head of the Exhibition Program will be required for large tasks. Task schedules and deliverables will be received and approved by the Head of the Exhibition Program. Payment Schedule Payment will be made on completion of the task. For larger tasks progress payments may be made. Initial Task: Visiting Scholar, Content Support The visiting scholar will develop and draft content for a section of the exhibition focusing on a Native Hawaiian community. The content will support the exhibition project's main messages and big ideas about specific historical/medical themes. The visiting scholar will draw on his or her expert knowledge of contemporary scholarship, professional network of cultural advisors, and Native Hawaiian communities. The visiting scholar will introduce the project to community leaders and develop a collaborative relationship with the community ensuring that the content developed reflects and is responsive to the experience and addresses the concerns of the community. The visiting scholar will identify other subject matter experts (e.g. linguists), and individuals at cultural institutions that may be willing and able to assist in developing the content. The Visiting scholar will define the main message of the section and 2-4 stories that will be developed for display in that section. He or she is responsible for writing a detailed narrative of the section that clearly identifies themes, important people, events, stories, technologies, social conditions, etc that can be adapted into an exhibition format. When the visiting scholar is aware of sources for artifacts, images, and video footage-he or she will list those sources. The visiting scholar will remain available to participate in milestone reviews of project content and provide advice and direction on an as needed basis for the life of the project. The duration of the project will be 18 to 24 months with the most significant time commitments in the first 6 months.**
