- Combined Solicitation RFQ-AG-05GG-S-09-0042 Posted Date: May 19, 2009 Response/Closing Date: May 26, 2009 Set-Aside: Total Small Business NAICS: 321999 Wood Bollards Department of Agriculture, Forest Service, R-6 Eastern Washington Acquisition Group, Okanogan-Wenatchee National Forest, 215 Melody Lane, Wenatchee, WA 98801. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. Solicitation No. RFQ AG-05GG-S-09-0042 is being issued as a Request for Quotations (RFQ) using the policies prescribed in FAR Part 12, Acquisition of Commercial Items, in conjunction with the policies and procedures for solicitation, evaluation and award prescribed in FAR Part 13, Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-32. This solicitation is 100 percent Small Business Set-Aside. The North American Industrial Classification System (NAICS) for this acquisition is 321999 and the small business size standard is not to exceed 500 employees. This RFQ is for Wood Bollards. Cedar, pressure treated 8 to 12 inch diameter by 40 to 42 inch length wood posts, bevel top at 45 degrees for 1 ½ inches. Posts shall be machine shaved, treatment copper naphenate brown. Pricing shall include delivery to the Naches Ranger Station, 10237 Hwy 12, Naches, WA 98937, which is approximately 15 miles west of Yakima, WA. Payment for contract work will be made only for and under those pay items included in the Schedule of Items. All other work and materials will be considered as incidental to and included in the payment for item shown. Offerors shall submit their proposed unit cost and past performance information to the Okanogan-Wenatchee NF listed above. Federal Acquisition Regulations (FAR) provision 52.212-1, Instruction to Offerors-Commercial applies to this acquisition. Quotations will be evaluated using the evaluation procedures in FAR Part 13. Quotations will be evaluated to determine the best value to the Government. The following evaluation factors will be used: past performance, ability to meet delivery period and price. FAR provision 52.212-3, Offeror Represnetations and Certifications-Commercial Items applies to this acquisition. FAR Clause 52.212-4 Contract Terms and Conditions-Commercial items applies to this acquisition. FAR clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this acquisition. The following FAR clauses cited in the clause are applicable to this acquisition. Specifically, the following clauses cited are applicable to this acquisition: 52.219-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222.36, 52.222-50, 52.225.1, 52.225-3, 52.225.13, 52.204-3, 52.204-6, 52.204-7.
