- Request for Information (RFI): Health & Usage Monitoring System for MQ-9 Purpose: The purpose of this Request for Information (RFI) is to conduct Market Research which will be used to develop program plans and an acquisition strategy for a Health and Usage Monitoring System for the MQ-9 Reaper Unmanned Aircraft System (UAS) to provide reliable in-flight, real-time diagnostic and prognostic analysis of aircraft systems to enable Condition Based Maintenance (CBM) and improved mission reliability. This RFI is issued solely for information and planning purposes only and does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. This RFI does not commit the Government to contract for any supply or service. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred responding to this RFI. The MQ-9 Program is attempting to determine if sources are available in the near-term to meet the requirements as stated below for a Health and Usage Monitoring System that enables Condition Based Maintenance and improved mission reliability. A key focus of this RFI will be on determining if there are suppliers with production systems readily available for Unmanned Aircraft Systems (UAS) applications that can be integrated into the MQ-9 fleet. The purpose of this effort is to identify suppliers that have developed, integrated, tested, and fielded Health and Usage Monitoring systems for commercial and military aircraft applications for possible integration and incorporation into the MQ-9. Sources Sought: The objective of this RFI is to identify potential health and usage monitoring systems that provide the required operational and maintenance benefits to the MQ-9 program in a readily available timeframe. Emphasis on production ready hardware integrated on military aircraft is of special interest. Since this is a market research activity at this time only, general program and technical information on the respondent's system is only required in response to this RFI. Requirements Guidelines: The primary objective of a Health and Usage Monitoring System for the MQ-9 is to improve flight safety, mission reliability and effectiveness, as well as increases fleet operational readiness while reducing fleet operating and maintenance costs. The goal is a Condition Based Maintenance capability. In order to meet the stated objectives, the Health and Usage Monitoring System for the MQ-9 should include these key capabilities:.Reliable in-flight, real-time automatic diagnostic and predictive failure /prognostic analysis capability. The MQ-9 currently utilizes a Data Logger/Signal Plotter Program for post mishap analysis that provides no provisions for control, health monitoring, diagnostic or prognostic analysis..User-friendly interface for operator, maintenance and ground personnel for advisory, data monitoring, analysis, and reporting..Readily available for integration into the MQ-9. Previous integration into other military aircraft of production systems is of particular interest. Operational Requirements: The on-board health and usage monitoring system must be able to meet the environmental conditions and operating environment of the MQ-9. The MQ-9 is a medium-altitude, high endurance aircraft powered by a turbo-prop engine. The aircraft can support the standard industry communication interfaces. Pages shall be single-spaced and one-sided. The font shall be Times New Roman and no smaller than 10pt with at least a one-inch margin. Covers, tab dividers, title pages, glossaries, and table of contents are not required. Please submit two (2) hard copies and one (1) electronic copy of your response in a Microsoft Word compatible file to the contact listed above. Proprietary Materials Protection: The information collected may be used by the Government to explore acquisition options and strategies for the possible approaches within the military. All information received in response to this RFI that is properly marked as "proprietary" will be handled accordingly. Proprietary information must be clearly marked on the outside container and on the materials inside. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Any materials submitted in accordance with this Request for Information which contain information that is marked as proprietary will be protected as proprietary information. Such information will be reviewed by a team comprised of Government as well as contractor personnel hired to provide technical assistance for the Government's preparation of an acquisition strategy. All members of the team will be reminded of their obligation to protect su! ch information to the maximum extent permitted or required by the Economic Espionage Act, 18 U.S.C. 1831 et seq., and other applicable statutes or regulations. In addition, Government members will be reminded of their obligations to afford protection under the Trade Secrets Act, 18 U.S.C. 1905. All contractor members are required to protect the information by the terms of their contracts. The Government has also determined that the contractor personnel have no organizational conflicts of interest that could adversely affect protection of the information. Ombudsman: Mr. Howard E.
