Description
Justification for Other Than Full and Open Competition. NOAA's Acquisition & Grants Office, Mountain Region Acquisition Division, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Lockheed Martin Corporation, Moorestown, NJ, for Original Equipment Manufacturer (OEM) system engineering, technical, and programmatic support maintenance services for the SPY-1A phased array radar. The scope of the proposed purchase order involves continued support for the troubleshooting, repairing and testing of SPY-1A and related equipment system interfaces to facilitate the NOAA National Severe Storms Lab (NSSL), Norman Oklahoma, operations and testing efforts, equipment maintenance, configuration management support, training for Spy-1A equipment operation and casualty recovery. The proposed purchase order will be a one year bridge in which time a follow-on contract will be negotiated. The NSSL and a consortium of ten organizations, including the Department of Commerce, the FAA, Department of Navy and the University of Oklahoma, constructed the National Weather Radar Test bed (NWRT) in Norman, Oklahoma. The US Navy loaned a battle spare SPY-1A, and related equipment, core to the Aegis Weapon System (AWS), to the National Severe Storms Laboratory (NSSL). The Aegis system, named for the impenetrable shield in Greek and Roman mythology, was designed as a total weapon system, from detection to kill. The heart of the system is an advanced, automatic detect and track, multi-function phased-array radar, the SPY-1A. The NSSL is adapting that technology for weather applications, focusing on developing faster and more accurate warning, analysis and forecasting techniques for severe and hazardous weather. The NWRT is also the core of the Multifunctional Phased Array Radar (MPAR), a tri-agency partnership between the Departments of Commerce, Transportation (FAA) and Defense. In addition to weather applications, MPAR also addresses aircraft surveillance and homeland security functions. Per a Memorandum of Agreement with the Navy and the FAA, NOAA is required to maintain the radar in good battle ready operating condition for the duration of the loan. In order to maintain the equipment in the battle ready state and meet the requirements of the MOA, maintenance services and replacement parts are required from Lockheed Martin. As the original SPY-1A equipment designer and manufacturer for the Navy, Lockheed Martin has extensive experience and background in the design/development, production and integration, operation and maintenance for the SPY1A radar. Lockheed Martin is the only known manufacturer of parts for the SPY-1A radar and NSSL's agreement to maintain the system in battle readiness requires contract support services from Lockheed Martin. The proposed purchase order is for one year and in that time period a contract will be negotiated. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide the service that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurrement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
