Description
The Air Force is seeking sources for a potential 100 percent set-aside for eligible HUBZone, SDVOSB, or 8(a) Program businesses. IF ADEQUATE RESPONSES ARE NOT RECEIVED, THE ACQUISTION MAY BE SOLICITED ON AN UNRESTRICTED BASIS. This is a sources sought for planning purposes only! TITLE /DESCRIPTION: Project Project 083117, BRAC Religious Education Facility. Project is to add 2,272 SF to the south side of facility 20229 to provide a large multi-purpose/meeting room which can be sub-divided through the use of movable partitions into three rooms for classroom like settings and small gatherings. A breakout area, audio video storage room, and a Chaplain's office are included in the new addition. The existing building will remain unaltered with the exception of the incorporation of the existing assembly area being expanded and incorporated into the new construction. The addition is to blend architecturally with the existing building. All finishes in the existing assembly area shall be modified to match finishes of the new addition. The existing roofline shall be extended and exterior materials, and construction methods kept consistent with the existing building. A new sprinkler system shall be installed for the addition only, to include the existing assembly area. This project will require new water service for the fire protection system as well as a new air handling unit (AHU) and duct work to heat and air condition the existing assembly area and new addition. New electric is required to power the new AHU and to serve the new lights and power requirements of the assembly area. Computer, sound and video, communications, and security connections shall be provided. The facility must be available for chapel use seven days per week during construction. The Air Force intends to award a contract with an estimated period of performance of 240 days. The estimated magnitude of the entire contract is between $500,000 and $1,000,000. Prime contractors who are HUBZone, SDVOSB and/or 8(a) and who intend to submit a bid for this solicitation MUST submit the following by 4:00 p.m. (local Dayton time) on 26 May 2009: Responses should include the following: (1) a positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) date of HUBZone certification; and/or (3) documentation of Service Disabled status; and/or (4) documentation of Region V 8(a) Program status; and (5) listing of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact with their phone numbers, and an explanation of the relevancy of the project; (6) documentation from surety or their agent of your capability to be bonded for bid, performance and payment bonds for this project; (7) If you are a HUBZone, SDVOSB, and/or 8a considering a joint venture that has not been formalized, you will need to specify the firm(s) you intend to partner with and how you plan to officially form the joint venture. Firms interested should provide ALL the above documentation, fax or e-mail responses will be accepted. All of the above must be submitted in sufficient detail for a decision to be made on the availability of interested HUBZone, SDVOSB, and/or Region V 8(a) Program businesses. Please limit responses to 5 pages. Please include your DUNS Number or CAGE Code on your response. Failure to submit all information requested would result in a contractor being considered "non-responsive" in this requirement. A decision on whether this will be pursued as a set-aside or an unrestricted basis will be posted as a modification in Federal Business Opportunities.
