Description
Explosive Detection Systems (EDS) for Checked Baggage Inspection Systems (CBIS) The Department of Homeland Security (DHS), Transportation Security Administration (TSA), is requesting information, seeking sources, and conducting market research for Next-Generation Checked Baggage Explosives Detection Systems (EDS) to serve as a primary screening device of airline passenger checked baggage. TSA invites vendors of EDS and other interested parties to voluntarily provide information on capabilities of detection technologies that currently exist in market-ready bulk explosives detection systems. The market-ready systems must provide detection performance in accordance with TSA Electronic Baggage Screening Program (EBSP) Requirements for Automated Detection of Explosives. The TSA is interested in pursuing EDS that can comply with one or more of the following baggage screening throughput requirements: a.High-Speed EDS – Meets the TSA’s Checked Baggage Detection standard while screening bags at a rate of 900 or more bags per hour (bph). This system will be procured in the High Speed Fully-Integrated Inline configuration. b.Medium-Speed EDS – Meets the TSA’s Checked Baggage Detection standard while screening bags at a rate between 400 and 900 bags per hour (bph). This system will be procured in the Medium Speed Fully-Integrated Inline configuration. c.Reduced-Size EDS – Meets the TSA’s Checked Baggage Detection standard while screening bags at a rate between 100 and 400 bags per hour (bph) and has a system size no larger than 26 ft x 6 ft x 6 ft (LxWxH). This system will be procured in the Stand-Alone, Partially-Integrated Inline, and Fully-Integrated Inline configurations. The TSA requires that Partially-Integrated Inline and Fully-Integrated Inline EDS be capable of operation in a networked configuration allowing communication between scanners and peripheral components.
