- This is a National Aeronautics and Space Administration (NASA) Langley ResearchCenter (LaRC) Request For Information (RFI). It is emphasized that the requestedinformation is for preliminary planning purposes only and does not constitute acommitment, implied or otherwise, that NASA will solicit for such procurement in thefuture. White papers in response to this notice will also verify reasonableness andfeasibility of future requirements and promote competition. The Government is notresponsible for any costs incurred in furnishing this information. Respondents will notbe notified of the results of any government assessments. All information obtained as aresult of this RFI is intended to be used by the Government for program planning andacquisition strategy development. As stipulated in FAR 15.201(e), responses to thisnotice are not considered offers and cannot be accepted by the Government to form abinding contract. If a solicitation is released in the future, it will be synopsized inFedBizOpps and on the NASA Acquisition Internet Service. The National Aeronautics and Space Administration is requesting information on therenewal of the Academy of Program, Project and Engineering Leadership (APPEL) contractvehicle(s). APPEL is a research-based organization that serves the NASAs TechnicalWorkforce. The program provides products and services that promote career development,maximize human capital utilization, develop high-performance teams, and promote missionsuccess. APPEL supports individual practitioners, technicians, engineers, project teams,and NASA projects and programs at every phase of development and level of complexity. The objective is to develop recognized world-class Technical Workforce practitioners inadvance of agency need (see attached document). Current goals include to:Provide a common frame of reference for all NASA employees.Provide and enhance critical job skills.Support program and project teams.Promote organizational learning across the agency.Supplement formal educational programs.APPEL is seeking innovative, efficient, and effective methods to meet the goals definedabove using the best industry practices available from certified education providers. Responses should be no more than 20 pages in length. Each submission shall includeresponses to the questions listed in the following paragraphs.NASA is seekingcapabilities from large businesses, as well as from small, small disadvantaged, smalldisadvantaged veteran-owned, and women-owned small businesses for the purposes ofdetermining the appropriate level of competition. In addition to the 20-page submission, responses shall also include the following(limited to 3 pages or less): name and address of firm, size of business, average annualrevenue for past 3 years and number of employees, ownership, whether business is large,small, small disadvantaged, 8(a), HUBZone, small disadvantaged veteran-owned (SDVOSB),and/or woman-owned; number of years in business; affiliate information: parent company,joint venture partners, potential teaming partners, prime contractor (if potential sub)or subcontractors (if potential prime); and point of contact position, address andphone number. Potential offerors are encouraged to address their approaches by answering the followingspecific questions, citing relevant examples where appropriate: How would a vendor provide APPEL type services to their technical and business community?How would a vendor approach content-management, both for on-site courses and on-linecontent?How would a vendor approach integration with NASAs non-government partners? How would a vendor address change management for such an effort? How would the vendor market APPEL to customers within NASA? How would a vendor view and manage the services lifecycle, including content retirement,design refreshment and technology infusion/obsolescence? How would a vendor approach transition from the existing infrastructure and contract intothe new contract and environment? Potential offerors are specifically requested to comment on appropriate contract type(s)and length, and any opportunities for the Government and offerors to share in savingsduring the contract administration phase. The Government will use the information provided as recommended inputs that will lead theGovernment to develop a comprehensive procurement strategy and to develop a resultingsolicitation. Any information used will be on a non-attribution basis. Restrictions thatwould limit the Governments ability to use the information for these purposes are oflimited value to the Government and are discouraged. No solicitation exists; therefore, do not request a copy of the solicitation. If asolicitation is released it will be synopsized in FedBizOpps and on the NASA AcquisitionInternet Service. It is the potential offerors responsibility to monitor these sitesfor the release of any solicitation or synopsis. Vendors having the capabilitiesnecessary to meet or exceed the stated requirements are invited to submit appropriatedocumentation, literature, brochures, and references. The Government reserves the rightto consider a small business or 8(a) set-aside based on responses hereto. Responses fulfilling the RFI requirements are requested by 4:30 pm. EST on 26 June 2009.
