Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army Corps of Engineers, Kansas City District, intends to issue a contract for control of invasive vegetation at Belton Local Training Area (LTA MO003) located in Cass County, Missouri. Any contract resulting will be firm-fixed price, with NAICS code 561730, size standard $7.0 million, and being 100% set aside for small business. Contractor must have a Missouri Certified Pesticide Applicators License in the appropriate categories that is conducting the herbicide application. Proof of certification/licensing shall be provided prior to contract award. 2. Contractor shall submit a written plan of control for species in the Scope of Work. All herbicides used by the Contractor shall be registered with the EPA and with the applicable state lead agency for the intended use. The herbicides must also be approved by DOD for application in the proposed use. For each proposed herbicide, the product label and Material Safety Data Sheet (MSDS) shall be submitted with the proposal. 3. Contractor must have access to the equipment necessary to carry out the tasks within the SOW. 4. Contractor must furnish Proof of Insurance prior to contract award. BIDS DUE INFORMATION: Responses to this solicitation are due by 4:00 pm CST on Friday June 5, 2009 at the Stockton, Missouri Lake Project, 16435 East Stockton Lake Drive, Stockton MO 65785. CCR & ORCA REGISTRATIONS: The offer acknowledges the requirement that the prospective awardee must be registered in the Central Contractor Registration database and online Representation and Certification Application database prior to award. REQUIRED INSURANCE: The contractor shall furnish proof of insurance in the form of a copy of the insurance policy or a binder issued by the insurer. Proof of proper insurance shall be furnished prior to the pre-work conference. WAGE RATES: U.S. Department of Labor wage rates apply to this procurement, and are included within this announcement as a downloadable attachment. They also may be obtained from cynthia.a.clark@usace.army.mil or may be downloaded from www.wdol.gov under SCA WDs, Missouri, Cass County, then answer NO to the two questions it poses, and then the following Wage Determination will pull up: WD #05-2307, Revision #7, dated 06/17/2008. SPECIFICATIONS: Scope of Work Thinning of Invasive Olive shrubs ( Elaeagnus spp.), Honey Locust (Gleditsia triacanthos) and Eastern Red Cedar (Juniperus virginiana) on Belton Local Training Area (MO003) 88th Regional Support Command (RSC) Objectives: Invasive species management is to maintain a diverse and healthy ecosystem that supports mission requirements, provides for sustainable training, and be compliant with state and federal laws. Background: Belton LTA is approximately 184 acres in size and is located about 22 miles south of downtown Kansas City, Missouri and about three miles south and one mile west of Belton, Missouri. The LTA is roughly in the center of Section 34 (T46N, R33W), southwest of the intersection of E. 195th Street and South Prospect Road in western Cass County. There are about 50 acres that will be treated under this SOW. References: The 89th RRCs Invasive Species Management Plan (ISMP) was developed for the Belton LTA and priority invasive plant species were identified. The ISMP is a response to invasive species management requirements at the Local Training Areas in Executive Order 13112 of February 3, 1999 Invasive Species (EO 13112) (Appendix B) and subsequent Federal and DOD regulations. The Army Reserve Pest Management Report Record Form provides a standard method for recording pesticide use and other pest control information at RSC facilities. Use of the record complies in part with Federal Regulation 40 CFR 171.11c (7) of the Federal Insecticide, Fungicide and Rodenticide Act. Contractor applicators must be certified and present this certification according to DODI 4150.07. General Project Requirements: The project has three tasks and one optional task for 2010 services, which may be funded and executed at the RSCs discretion. Task 1: Kick-off Meeting: The Contractor shall arrange and lead a brief telephone kickoff meeting with the USAR POCs. The purpose of the meeting will be to ensure mutual understanding of the project SOW, schedule, and deliverables. At this meeting the government will articulate specific management objectives, if any, that should be addressed by the Contractor in implementing this SOW. The contractor shall provide notes of the kickoff meeting prior to notice to proceed with field activities. Approval of proposed herbicide(s) by the Technical COR must be in writing and forwarded to the contractor prior to any herbicide application. The types of herbicides, adjuvants, and/or oils used and rates of application will be agreed upon in writing. The Contractor is required to submit a written plan of control to be reviewed and approved by the 88th RSC. The written plan will include types of herbicides, adjuvants, and/or oils to be used and the rate of application. Product labels and MSDS sheets will be provided. Task 2: Cut invasive trees/shrubs: The Contractor shall cut even with the grounds surface all Olive shrubs (Elaeagnus spp.) and Eastern Red Cedar (Juniperus virginiana). The Contractor has the option to remove the wood. The Contractor will not cut the Honey Locust (Gleditsia triacanthos) trees, but trees with a diameter at breast height (DBH) greater than 6 inches shall be girdled immediately prior to being treated with herbicide. The Contractor may completely cut the Honey Locust trees only if he is going to completely remove them from the property. Otherwise trees must be mulched if the trees remain on site. Task 3: Apply herbicide: The Contractor shall only apply DOD approved herbicides that have been approved in writing by the 88th RSC and at the maximum permitted rate according to label directions. Herbicide will be applied directly to the cut stumps of Olive shrubs (Elaeagnus spp.) within 15 minutes of cutting the stump. The Contractor is to conduct a basal bark treatment to Honey Locust (Gleditsia triacanthos) trees with a DBH less than 6 inches. The Contractor is to double girdle any Honey Locust (Gleditsia triacanthos) trees with a DBH greater than 6 inches and apply herbicide to the girdled area within 15 minutes of girdling the tree. All applications must be in conformance with state, federal, and DOD laws and regulations. A dye must be mixed with the herbicide to aid in quality assurance. Spraying must be completed by September 30, 2009. The Contractor must coordinate application dates with the 88th RSCs Pest Management Coordinator (PMC) so that the PMC is available to evaluate quality assurance by observing chemical mixing and application. Herbicide does not need to be applied to the cut Eastern Red Cedar (Juniperus virginiana) stumps. This cannot be done if temperatures are below freezing or if a precipitation event is forecasted before the herbicide has time to be rainfast. Optional Tasks: The Contractor shall carry out Tasks 1-3 the following year to areas not treated the previous year, and shall additionally treat re-sprouts or new growth on areas treated in the year prior, if this option is exercised. The POP for the option year would be 1 June 2010 to 31 Dec 2010. Methods: The Contractor shall within fifteen- (15) days prior to the contract award, provide a written plan of control for species in this SOW. All herbicides used by the Contractor shall be registered with the EPA and the applicable state lead agency for the intended use. The herbicides must also be approved by DOD for application in the proposed use. For each proposed herbicide, the product label and Material Safety Data Sheet (MSDS) shall be submitted to the Contracting Officer within fifteen (15) days prior to the contract start date. Any changes in approved herbicides shall be submitted, in writing with justification, for approval at least five (5) working days in advance of the anticipated use. Herbicide applications are not to occur if a precipitation event is forecasted before the herbicide can become rainfast or temperatures are cold enough such that the effectiveness of the herbicide is reduced. The Contractor must coordinate application dates with the 88th RSCs Pest Management Coordinator (PMC) so that the PMC is available to evaluate quality assurance by observing chemical mixing and application. The PMC has the authority to stop an application if the health and safety of the environment or personnel is jeopardized. Technical Requirements: The Contractor must have the capability of cutting trees, with the majority having a diameter 3-6, likely not to exceed 10. The Contractor must have a Missouri Commercial Pesticide Applicators permit in the appropriate pest control categories. Deliverables: The Contractor shall submit a written plan of control methods that will include all the herbicides, adjutants, and/or oils to be used and rate of application for this SOW. The 88th RSC will review and approve or revise the plan. This written plan must be approved in writing before the Contractor will be authorized to proceed. The Contractor must communicate his intentions early to facilitate the approval. The Contractor shall maintain daily records of all herbicide usage on the Army Reserve Pest Management Report Record Form (see Appendix 3). This form shall be filled out daily as weed control operations are performed, and all entries must be completed within 24 hours of chemical application. Completed forms shall be made available upon request for inspection, and shall be forwarded to the Contracting Officer with the invoice. A copy will also be provided to the Pest Management Coordinator (PMC). An aerial photograph will be delivered that indicates the areas where herbicide was applied. Additionally the PMC needs a copy of the pesticide applicators license, product label and MSDS for each chemical used. This can be sent electronically or hard copy. Hard copies will be printed on 30% post consumer recycled paper in compliance with EO 13101 and Comprehensive Procurement Guidelines. Forms which are rejected by the Contracting Officer due to improper preparation shall be corrected and resubmitted by the Contractor at no additional cost to the Government. Blank forms will be provided by the Government. Schedule: The following schedule for completion of work was developed from time allocations in this SOW. The schedule below is an estimate, and will be modified based upon seasonal and training constraints. Notice to Proceed (NTP): To Be Determined Kick-off Meeting, Submit written plan of control, Submit Pesticide Applicators License, Product Label, MSDS: Within 15 days of NTP 88th RSC Review & Approve written plan of control: Within 30 days of NTP Completed Spraying: September 30th, 2009 Pest Record Form and Aerial Photo: Within 10 days of Completed Spraying Optional Tasks: To Be Determined Period of Performance: All tasks should be completed within 180 days of NTP, with possible exception of the optional task. Place of Performance: The tasks will be completed on Belton LTA at locations indicated on aerial photograph (See Appendix 1). Reporting Requirements: The Contractor is to call the COR within 15 days of NTP. The Contractor is to submit a copy of the pesticide applicators license, product labels, MSDSs and a written plan of how the Contractor will control the weeds in this SOW to the POC within 15 days of NTP. The 88th RSC has 15 days to review and approve the written plan of control. The Contractor is to submit an aerial photo indicating areas sprayed within 10 days of completing spraying. The Contractor shall maintain daily records of all herbicide usage on the Army Reserve Pest Management Report Record Form. This form shall be filled out daily as weed control operations are performed, and all entries must be completed within 24 hours of chemical usage. Completed forms shall be made available upon request for inspection, and shall be forwarded to the Contracting Officer with the invoice. A copy will also be provided to the Pest Management Coordinator (PMC). Conference and Meetings: The Contractor will participate in other meetings as deemed fit by the 88th RSC to assure timely and accurate completion of the project. These will most likely consist of a phone call. The Contractor and PMC will meet on one or more days of herbicide application to evaluate quality assurance by observing chemical mixing and application. Performance Measures: This projects tasks, with the exception of optional tasks, will be completed when the 50 acres have been cleared of the invasive trees and shrubs as outlined in this SOW and all deliverables have been received. The invasive species in this SOW should be visibly reduced by at least 95%. The Contractor must coordinate application dates with the 88th RSCs Pest Management Coordinator (PMC) so that the PMC is available to evaluate quality assurance by observing chemical mixing and application. The PMC has the authority to stop an application if the health and safety of the environment or personnel is jeopardized. Attachments: Appendix 1: An aerial photo of Belton LTA and areas to be treated. Appendix 2: An aerial photo of Belton LTA with its delineated wetlands. Appendix 3: Army Reserve Pest Management Record Report Form. Appendix 4: Department of Labor Wage Rates. Contractor Qualifications: The Contractor must have a Missouri Certified Pesticide Applicators License in the appropriate categories that is conducting the herbicide applications. The Contractor must have a working knowledge of herbicides and their use in Missouri to combat the trees and shrubs referred to in this SOW. The Contractor must have access to the equipment necessary to carry out the tasks within this SOW. Points of Contact: Dave Moore, Contracting Officer Rep. Responsibilities: The Contractor shall furnish all labor, materials, equipment, and supplies necessary to complete the requirements of this scope of work (SOW) within the schedule specified below. All costs incurred in completion of this SOW will be borne by the Contractor. This training area is gated and fenced; access to the property is through an easement on private property. The Contractor is not to trespass off the easement road on to the private property. The Contractor must always keep the gate closed and locked. Care must be taken when traveling the easement road so not to unnecessarily damage it if the road is soft. Any damage, caused by the contractor, to the easement road must be repaired at the contractors expense. Distribution of Submittals: All deliverables should be sent to Jered Wisdom. Document Release: The Contractor shall not release any data, reports, information, or materials collected or developed while completing this project without the expressed written consent of the 88th RSCs POC. Government Furnished Property: The U.S. Army Reserve POC will provide to the Contractor an aerial photograph designating the areas to be treated. There are no facilities or water available on Belton LTA.
