- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. National Institute on Drug Abuse, Office of Acquisitions-Neuroscience, Station Support/Simplified Acquisition (SS/SA) on behalf of the National Institute for Neurological Disorders and Stroke (NINDS) intends to negotiate and award a sole source purchase order to Life Imaging Services, Efringerstrasse 79, CH-4057 Basel, Switzerland for a Custom Biosafety and Environmental Chamber. This company based in Switzerland has designed an environmental chamber referred to as the Cube & Box that comes as standard option with all Leica two photon microscopes. To control environmental variables such as temperature and humidity, Leica has worked exclusively with Life Imaging Services. The chamber encloses the microscope stage and can provide temperature/humidity control for intravital imaging studies. Life Imaging Services has the capability construct a custom environmental chamber that controls environmental variables and provides BSL-2/3 protection. The device will consist of an outer Box that will control temperatures and filter air through a HEPA filter system. A stage-top incubator (or inner chamber) will be located inside the box. This chamber will be portable (permitting transport to and from surgical stations), humidified, fit exactly on the Leica stage, and have a second HEPA filtration system installed. The resultant chamber will provide a combination of environmental and biosafety control, and will be flexible enough in design to permit imaging of a many different tissues in the future. Because Leica works exclusively with Life Imaging Service for the design and installation of environmental chambers, there is no other vendor available to fabricate the required chamber. Life Science Imaging is the only company that can provide a custom biosafety and environmental chamber that can fit directly onto Leica SP5 two proton microscopes and control the aforementioned environmental variables. The acquisition is being conducted under simplified acquisition using FAR 12 procedures and is exempt for the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may indentify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
