Description
***The Balkans Contingency Contracting Team, Camp Bondsteel Kosovo, APO AE 09340 LOCATION: Strpce, Kosovo Synopsis Strpce Weir Repair Project The asbestos pipe running through the weir is presently fractured. The pipe lacks integrity causing it to leak and at times allowing surface water to enter the existing distribution system. This intent of this repair is to restore water system integrity from the identified well head to the distribution hub across the stream. Phase I, Installation of New Waterline: a)Create a coffer dam to direct water flow away from the intended work area. b) Trench approximately 30m to a depth no less than 35cm along the pipe footprint identified in drawing number 2. c)Penetrate the existing walls in two locations to allow the pipe to pass through. d)Penetrate the wellhead and distribution structures. e)Install the 20cm OD PVC pipe into the trench, through the holes in the walls and structures. f)Connect the new pipe to the wellhead and distribution system without introducing contamination into the system. g)Backfill trench except for the immediate spillway area. h)Throughout the installation of this line, water supply shall not be interrupted for more than 24 hours. Phase II, Reinforcement of Spillway: a)Drill 20mm diameter holes 10cm deep into the existing spillway to accept 16mm rebar. The intent is to establish a 10cm high lip on the existing spillway and tie into a footing within the stream bed. Reference drawing number 3. b)Create a grid with tied reinforcing steel of squares no greater than 20cm. c)Steel being introduced into the existing concrete are to be epoxied into the 10cm deep holes with a steel/cement compatible compound. Steel is to be tied in such a way that no steel shall be within 2.5 cm of the anticipated surface of the concrete. d)After completion of rebar work, construct the concrete forms. e)Forms will be constructed in such a way that the finished spill way deck will deviate no more than.65 cm from end to end. f)If necessary, evacuate the footing area of water using trash pumps. g)After forms are complete, pour and finish the concrete. Concrete is to have a minimum strength of 3000 psi. h)Remove all forms. i)Remove coffer dam. j)Restore stream bed to previous condition. A site visit date will be announced in the solicitation. Project should be completed within 14 days of start with water supply interuption for no more than 24 hours at any time during repair This announcement is Full and Open. NOTICE OF ANY OPTIONS: None TYPE OF CONTRACT: Firm Fix Price Contract ESTIMATED STARTING DATE: To be Determined SCHEDULED OPENING & CLOSING: The solicitation will be available on or about the week 30 MAY 2009, and proposals will be due on or about 13 JUNE 2009. The solicitation, including any amendments, shall establish the official opening and closing dates and times. ANY SIGNIFICANT EVALUATION FACTORS: Proposals received in response to this solicitation will be evaluated in accordance with procedures outlined in FAR 52.212-2 Evaluation-Commercial Items, the winning offer being most advantageous to the Government, Best Value, with price and other factors considered. The solicitation will include evaluation factors and SOWs. Any changes to evaluation factors will be issued by amendment.
