Description
This is a combined synopsis/solicitation for commercial services prepared in the format in Subpart 12.6 and 13.5 of the Federal Acquisition Regulations. These services are for a time and material labor hour contract for support services to aid in the migration from FoxPro to SQL Server and Visual Studio/ADO.net. Several of the main forms have been created and are partially working. Remaining work includes finishing existing forms, addition of remaining forms, implementation of business logic rules, creation of reporting system and all reports, design of permission system, creation of audit system, final data conversion and final implementation. This announcement constitutes the only request for quotation. A written solicitation will not be issued. The NAICS code for this solicitation is 541511 (size standard is $25M). PART I - PERFORMANCE WORK STATEMENT FOR SERVICE LEVEL AGREEMENT FOR NRPC BACKUP SOLUTION Project Title: Consultation Services for Database System Migration, Land Resources Division Park Service Representative:Jerry MegenityChief IT Specialist Project Objective: Provide Consultation services to the Land Resources Division IT Specialists involved in migration of MIS-MDL database system from Visual FoxPro to SQL Server and Visual Studio/ADO.net. I. Background The National Park Service is authorized by the United States Congress to acquire land or interest(s) in land. The land acquisition process involves many functions with hundreds of pieces of information needed to track the acquisition process of a single tract of land. In an effort to monitor all of the real estate interest acquired by the NPS and to assist Land Acquisition Managers in acquiring new lands, or interest in lands, the Management Information System/Master Deed Listing (MIS-MDL) was developed using Visual FoxPro. This system is a database consisting of approximately 150,000 records and approximately 300 fields. It is used to track the land acquisition process in the National Park Service. It also houses deed information once the acquisition process is complete and keeps count of the official National Park Service acreage. The information obtained from the MIS-MDL database system is used to generate a variety of reports on the current status of the LRD program. Microsoft has announced it will not continue development of FoxPro software; therefore, the Land Resources Division needs to migrate its existing FoxPro databases to another software platform. It has been determined that the.NET platform utilizing SQL Server 2008 and Visual Basic 2008 will be the replacement for FoxPro in the Division. The new solution will be a 3-layer application using presentation, business, and database classes. Because of the drastic difference in architecture, the Land Resources Division IT Specialists need to obtain mentoring/consulting services from an expert who has experience with both the old software and the new software solution. The NPS is seeking responses from qualified professionals to facilitate the migration process and provide professional advice on system architecture and design. General data model is designed and SQL structure is in place, however, minor modifications may still be necessary prior to data conversion. Basic components of the 3-layer system have been created but require refinement. Several of the main forms have been created and are partially working. Basic Create, Retrieve, Update, and Delete functions have been put in place for some fields. Remaining work includes finishing existing forms, addition of remaining forms, implementation of business logic rules, creation of reporting system and all reports, design of permission system, creation of Audit system, final data conversion, and final implementation. II. TASKS 1.Review all VB and SQL code written by Land Resources Division IT Specialists. 2.Provide professional advice on the various options for migration of the existing database to VB/SQL. 3.Guide IT staff through the migration process as necessary. As each step in the process is completed, contractor will review work done by IT staff for accuracy and offer alternatives and suggestions. 4.Answer questions for IT staff as problems or issues arise. 5.Perform final data migration from FoxPro to SQL for system implementation. III. PRODUCTS AND SCHEDULE Products: 1.Code samples and snippets specific to issues the IT staff encounters. 2.Written instructions where necessary for IT staff reference. 3.Sample 3-Layer Application framework with sample code. 4.Final SQL database converted from FoxPro data just prior to implementation. Schedule: The period of performance of this firm fixed price contract shall begin upon award of contract and last for one year. Location: The majority of services can be performed by the contractor remotely. If a site visit to the Land Resources Division in Fort Collins, CO, becomes necessary, travel expenses would be additional to this contract. This effort is expected to take between 150 to 200 hours to complete. IV. The following criteria are presented in descending order of importance."Price criteria should be addressed in a separate document. Criterion 1: Experience and Technical The Offeror's ability to provide highly trained professionals who possess the necessary technical and leadership skills to perform the Statement of Work is key. The Government will consider the proposed personnel's qualifications, experience, and demonstrated performance. The offeror will be evaluated on: demonstrating knowledge of designing and building ADO.Net architectures; demonstrating relevant experience in application design within the.NET framework using Visual Basic 2008 and SQL Server 2008 in a 3-layer application; experience developing and migrating legacy database systems, specifically, migrations from Visual FoxPro; and experience with conducting training sessions, effective training techniques, consulting services, and mentoring. Criterion 2: Past Performance of Offering Company The proposal will be evaluated on the Offering Company's past performance working with individuals and producing demonstrated results in developing and migrating databases.
