Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. Solicitation number N68836-09-T- 0154 applies and is issued as a Request for Quotation. This procurement is set aside for small business purposes. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-26 and Defense Acquisition Circular 91-19. The North American Industry Classification System (NAICS) code is 561621 and the business size standard is $11.5 M. Fleet Contracting Center plans to procure the following: C-CURE SYSTEM EXPANSION TO PEDESTRIAN/VEHICLE GATES, TO BE DONE IN ACCORDANCE WITH STATEMENT OF WORK. Location of Work: The work shall be performed at the Fleet Readiness Center Southeast complex located inside the Naval Air Station, Jacksonville, Florida. SCOPE OF WORK. Contractor agrees to provide all equipment, supplies and necessary labor to install a video surveillance ("Video") and/or access control ("Access") systems or equipment and low voltage cable (hereinafter referred to individually or collectively as the "Equipment") in accordance with contractor's proposal and manufacturer specifications ("Services") pursuant to these terms and conditions. Description of Work: The contractor will provide the material and labor to tie the following locations to the existing SST supported C-Cure system. Gate 9 - includes 5 turnstiles with in/out readers and 2 ADA gates with in/out readers.1- iStar 16 reader controller1-APS power supply w/ battery back up1- Hoffman WeatherFlo enclosure with fans and heater**Note all existing card readers and cable will be reused Gate 15 -includes 1 vehicle gate with entry reader1- iStar 8 reader controller1-APS power supply w/ battery back up1- Hoffman WeatherFlo enclosure with fans and heater**Note all existing card readers and cable will be reused Gate 14 - includes 4 turnstiles with in/out readers and 1 ADA gates with in/out readers.1- iStar 16 reader controller1-APS power supply w/ battery back up1- Hoffman WeatherFlo enclosure with fans and heater**Note all existing card readers and cable will be reused Gate 13 - includes 2 turnstiles with in/out readers and 1 ADA gates with in/out readers and 1 vehicle gate reader1- iStar 8 reader controller1-APS power supply w/ battery back up1- Hoffman WeatherFlo enclosure with fans and heater**Note all existing card readers and cable will be reused Gate 12 -includes 1 vehicle gate with entry reader1- iStar 8 reader controller1-APS power supply w/ battery back up1- Hoffman WeatherFlo enclosure with fans and heater**Note all existing card readers and cable will be reused Gate 33 - includes 2 turnstiles with in/out readers and 1 ADA gate with in/out readers and 1 vehicle gate reader1- iStar 8 reader controller1-APS power supply w/ battery back up1- Hoffman WeatherFlo enclosure with fans and heater**Note all existing card readers and cable will be reused Gate 42 - includes 2 turnstiles with in/out readers and 1 ADA gates with in/out readers.1- iStar 8 reader controller1-APS power supply w/ battery back up1- Hoffman WeatherFlo enclosure with fans and heater**Note all existing card readers and cable will be reused Building 101 - Includes 2 interior lobby entry doors each having 1 card reader1- iStar 8 reader controller1-APS power supply w/ battery back up**Note all existing card readers and cable will be reused Gate at Building 277- includes 6 turnstiles with in/out readers and 1 ADA gate with in/out readers1-iStar 16 reader controller1-APS power supply w/ battery back up1- Hoffman WeatherFlo enclosure**Note all existing card readers and cable will be reused Exceptions:1) We will bring the network communications out to the new iStar enclosures2) All work will be done during normal business hours3) Contractor will provide basic iStar configuration and programming. Card holder data entry, access rights, etc. are our responsibility and not included under the scope of work. The project shall provide at a minimum the following: 1.At the four automatic vehicle gates at FRCSE Gates 12, 13, 15, and 33.a.Entry shall be by access card or RFID. b.All gate sensors will still permit vehicle egress from inside the gated compound without use of a proximity card, with provision for addition of exit control if required in the future. c.Gates shall be extremely low maintenance items and capable of hundreds of thousands of operations per lifetime. 2.Access control turnstiles and ADA-compliant lane shall remain functional at each location. 3.The two automatic doors will remain with access control inside the main lobby of building 101. One door shall remain ADA-compliant. Both doors shall remain remote operation from Guard Desk. 4.Cameras will remain for surveillance of all automatic vehicle gates, turnstiles, and access lanes. Cameras shall continue to activate when a person enters the lane or gate area without a card or RFID. 5.Card readers for all automatic gates, turnstiles and access lanes will remain in-place. Provision shall be made at each location for addition of card readers for exit control if required in the future. 6.Programming will functional from all Security S&T seats. 7.All automatic door locks and card readers will remain functional and in-place. 8.Add digital video recorders capable of downloading video from access lane and gate cameras. 9.Video monitoring station in-place will function with all equipment at the Guard Station in the Main Lobby of building 101and all Security S&T seats. Video monitoring station shall be capable of compiling card reader and picture information from all locations and display information on the S&T LCD screens.10.Modifications of and connections to existing building fire alarm systems to permit quick access to all FRCSE buildings as follows: a.All turnstiles will remain free egress and fail secure when power is lost or a fire alarm is received from the nearest fire zone alarm panel.b.All turnstiles shall free-wheel upon loss of power.c.Vehicle gates shall be capable of manual operation by the fire department and shall not lock closed on loss of power.d.Previously installed system to be networked with new installation.e.Previously installed system related doorways (e.g Building 793) required to fail secure. 11.Lockable gates will remain in place for all access lanes, turnstiles and gates to permit securing the access point after regular working hours. 12.Power supplies, control systems and audio-visual systems will all be networked with existing equipment. The card reading equipment installed will be fully compatible with the existing C-CURE equipment and software presently in use by the FRCSE Security Office. The card reader equipment shall have the capability to provide all information on the access card to a central server via LAN. RFID shall be a standard code that will permit access to all gates and access lanes. RFID system configuration and data collection capabilities shall be limited to the following: 1.Identification of an attempt for an unauthorized person or vehicle to run a gate or access control lane.2.Generation of a date and time of the intrusion.3.Generation of a local alarm (audible and visual).4.Provision shall continue to gather a unique ID number from the RFID chip, but shall not be implemented as part of the project.5.In-place RFID devices shall continue to be reprogrammable with unique ID number, as well as a specific code.6.RFID shall remain compatible to permit access to buildings whose access control system is already installed (Cecil Commerce Center, Building 793, 6F, 6G). The contractor shall be responsible for installing all CCURE power circuitry to gates and access lanes. The contractor shall be responsible to install all video equipment necessary for transmission of video information.Primary emphasis shall be on entry control. Provision shall be made for egress control only to the extent that the capability for expansion is provided, or for automatic opening of gates and access lanes. The contractor shall provide all equipment and materials to make the system complete and fully functional. The access control system shall maximize the use of Information Technology (IT) equipment to the greatest extent possible. Where IT equipment is required, the new system shall use existing IT assets, or shall acquire and install IT assets approved for use by the Navy-Marine Corps Internet (NMCI) system. Special Requirements: 1.The project shall be an install/plug and play contract. 2.Funding for this project is based upon cost estimate by sole source requirement. If project cost exceeds this estimate, the contractor will notify FRCSE Security prior to proceeding. 3.Three fully licensable copies of all required software, including any CCURE software, shall be provided on a CD-ROM or DVD in the software manufacturer's original box to the FRCSE Point of Contact. Note: Only Software House CCURE software is acceptable. 4.Pre-programmed software requiring CD burning from a personal computer is not acceptable for this project. 5.No radio-based systems, equipment or components shall be used on this project (see the section concerning RFID). All radio emitters are strictly controlled at NAS Jacksonville and require extensive approval of frequencies and equipment before being allowed on the NAS Jacksonville complex. Approval can take many months to years and is not guaranteed. 6.All equipment and materials shall be industrial-grade, and extremely low maintenance items. Work Constraints: The contractor shall comply with all restrictions as identified in the guide specification "Work Constraints" provided by the FRCSE. In addition, the following constraints shall be met: 1) Environmental: The FRCSE is an industrial facility where hazardous materials have been utilized in both construction and industrial processes. a.Both asbestos and lead are present in buildings and building materials at various locations throughout the complex. b.The earth beneath the FRCSE is considered a hazardous material site. All work is subject to prior approval by the Fleet Readiness Center Southeast and Naval Air Station Environmental departments. c.If required, all workers and supervisors must receive special training and be certified to work in this area. If required, digging permits must be acquired and approved prior to beginning any construction. d.If required, the contractor shall provide an environmental controls plan to the FRCSE Environmental Office for review and approval before any construction work is begun. 2) Security: a.The contractor shall comply with all security regulations as provided by the FRCSE Security Office, and with all applicable Department of Defense and Department of the Navy instructions. b.The designer shall have documented experience in designing security systems for the United States Government and the United States Navy. c.The construction contractor shall ensure that all work is of sufficient quality to ensure that the security of the complex cannot be compromised by failure of one or more system components. d.The designer, contractor, and all persons working on this contract shall be naturalized US citizens. No foreign nationals shall be involved in any aspect of planning, designing, specifying or constructing the system. e.All project materials shall be classified and access to them shall be controlled at all times. 3) Safety: a.The contractor shall ensure that fire, life safety and ADA concerns are addressed for all access points. b.Provision shall be made for entry and exit of emergency vehicles without requiring action by security personnel. c.If required, the contractor will provide a safety plan to the FRCSE OSH office for review and approval prior to beginning construction. d.If required, the design will be reviewed and approved by the NAS Jacksonville Base Fire Department prior to beginning construction. 4) Financial: a.The total project cost shall be final. The entire contract shall be firm-fixed-price, including cost of contract. If required, modifications or escalation of cost will be determined prior to proceeding. b.No post-contract work shall be agreed to, and the contractor will not plan on or build to a limited degree anticipating that a follow-on contract will be requested. c.Material shall be acquired and delivered at the original cost. The contractor shall ensure that all materials are purchased prior to commencing work to avoid material cost escalation. d.If the project cannot be performed under the cost constraints, the contract may be reduced in scope or canceled. 5) Procedural: All work shall conform to the requirements of the Unified Facility Guide Specifications for United States Government facilities as modified to comply with the requirements of the Naval Facilities Engineering System Command, Southern Section. The applicable UFGS sections may be downloaded from the Internet from their web site at www.ccb.org. Additional guide specification constraints will be provided by the FRCSE as they pertain to our unique requirements. Deliverables: 1.If required, two copies of all project drawings on DVD or CD-ROM in AutoCAD DWG format. 2.Two copies of all Operations & Maintenance manuals for all equipment and components, including gates, access lanes, video cameras, video monitoring equipment, video recording equipment, RFID equipment, proximity card readers, proximity card programmers, and any other equipment necessary for the proper operation of this equipment. 3.Three (3) proximity card programming devices, card reader and video data collection devices, and/or RFID programmers. 4.Two digital video recorders, complete with cabling, capable of connecting to all video storage devices, and one case of compatible digital storage media. 5.Three (3) licensable copies of all software, including any operating system software, on CD-ROM or DVD in the software manufacturer's original box, as described elsewhere in this Statement of Work. 6.Safety plan. 7.Project schedule in Microsoft Project MPP format. Primavera can save in MPP format. 8.Environmental plan if required. FRCSE Points of Contact: 1.The FRCSE Point of Contact for all security-related matters shall be the FRCSE Security Office, Code 6.5.2, 542-2800. 2.If required, the FRCSE Point of Contact for environmental matters shall be the Environmental Office, Code 6.5.3, 542-2200. 3.The FRCSE Point of Contact for occupational safety and health issues shall be the Occupational Safety & Health Office, Code 6.5.1, 542-2641. 02. The following provisions and clauses apply: Provision 52.252-1 Solicitation Provisions Incorporated by Reference. This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. The Government intends to make a single award to the eligible, responsible offeror whose offer conforms to the solicitation, and is the most advantageous to the Government considering price and price-related factors.
