Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-09-Q-3638. This is 100% set-aside for small business. The associated North American Industrial Classification System (NAICS) code for this procurement is 423430. Size standard is 100 employees. This procurement is a sole make and model procurement and only Apple Mac Pro model Z0G1 will be considered for award. No substitutions will be allowed.NUWC Division Newport intends to purchase the following items: Quantity of 15 Apple Mac Pro model Z0G1 workstation meeting the following specifications: a.Processor: Two 2.26GHz Quad-Core Intel Xeon (8-core) processors are required because this computer will at times be performing heavy graphics and computationally intensive applications. b. Video ports: A high graphics capability is required because detailed/complex drawings and images that must be created and/or rendered for display. The video ports must be capable of supporting two 24-inch HD Displays (dual-link DVI) - ATI Radeon HD 4870 512MB. c. Bus Speed: A high bus speed (minimum 1.33 GHz, 64-bit wide) is required to enable fast data transfer between the CPUs and/or memory, and to ensure that the power of the processors is used optimally. d. Memory: 8 GByte of RAM is required because this computer will be working with NUWC developed Spectralyzer acoustic data processing & display software. e. Hard drive: A 640 GB hard drive is required because of the numerous applications and large data storage use of this system in an acoustic data analysis network environment. f. DVD/CD writers: One dual layer (DL) DVD+R/DVDRW/CD-RW 18x optical drive is standard. g. No Displays, video sensors (cameras), or wireless devices are to be purchased with these computers. h. Possess a Gigabit Ethernet port. i. Contain at least one USB 2.0, one Firewire 400, and one Firewire 800 ports. j. Operate using preinstalled Macintosh Operating System version 10.5 "Leopard" or higher. k. Keyboard with Numeric Keypad (Japanese) and User's Guide (Japanese). Offers must include shipping charges to Newport, RI. Required delivery is 30 days after award, F.O.B. Destination Naval Station Newport; Newport, RI. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2000-07. FAR 52.212-1 Instructions to Offerors--Commercial Items applies. FAR 52.212-4, Contract Terms and Conditions--Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, and DFARS 52.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items apply. Evaluation criteria is lowest price, technically acceptable. All offerors must have an active registration in both CCR (www.ccr.gov) and ORCA (https://orca.bpn.gov/login.aspx). Defense Priorities and Allocations System (DPAS) rating of DO-C9 applies.
