- RFI Attachment The Department of Homeland Security Science & Technology (DHS S&T) Directorate is seeking suggestions for topics for technical review workshops in the area of novel analytical technologies for the detection of chemical warfare agents (CWAs) and toxic industrial chemicals (TICs). The topics can be from a Technology Readiness Level (TRL) of 2 to 9. The first technical workshop will be focused on the topic of a “Detect to Warn” system for the detection and early warning of CB(RNE) releases inside office buildings and transportation facilities. This system should include an open architecture and be able to be integrated into command and control centers. All developers/vendors that would like to brief their proposed methodology which addresses this topic area should submit a quad chart (details below) describing their approach for consideration. The second technical workshop will be focused on the topic of a “Detect to Warn” system for the detection and early warning of CB(RNE) releases in outside environments, including maritime. This system should include an open architecture and be able to be integrated into command and control centers. All developers/vendors that would like to brief their proposed methodology which addresses this topic area should submit a quad chart (details below) describing their approach for consideration. The third technical workshop will be focused on handheld or smaller (e.g., dosimeter) detectors utilizing a novel analytical hybridized approach for the detection of TICs and CWAs. All developers/vendors that would like to brief their proposed methodology which addresses this topic area should submit a quad chart (details below) describing their approach for consideration. DHS S&T desires to host additional workshops. Hence, a second purpose of this RFI is to solicit suggestions for other topics for subsequent workshops in the area of chemical detectors with specific targets being detection of both CWAs and TICs focused on customer requirements described below. Background: The Chemical and Biological Research & Development Branch within the DHS S&T Directorate currently supports the development of chemical detection systems, facility monitors and handheld devices, for the detection of a broad range of TICs and CWAs. The facility monitors are needed to increase security of high asset buildings and transportation hubs; the handheld devices are being developed in response to a need for more accurate detectors for first responders use. Both detector types are designed to provide detection capabilities below IDLH and near PEL levels of compounds which could be used in a terrorist attack. New projects are expected to be initiated in FY10 as follow-on to the current chemical detector projects (see https://baa.st.dhs.gov, Past Solicitations, RA03-01, TTA 3 and 4 for details on current projects). These workshops provide a forum for the DHS Program Manager, as well as other government Program Managers, to be briefed on novel analytical approaches which might address customer requirements and therefore might be considered for future funding. An example of some present DHS customer requirements are: IDLH and PEL detection (ppm to sub-ppb) capability, reduced false alarm rates (less than 1% FAR), low cost (<$10k/in lots of 10k), time to detect (<1 min), Probability of Detection (Pd = 95-99%). The handheld device has additional requirements of light weight (<8 lbs) and battery operated (up to 8 hrs operation time on a single battery). Workshop: Details of the workshop (including logistics, time limitation on presentations, etc.) will be provided to selected contractors. It is the intention of DHS S&T to host workshops at an unclassified level although a classified brief could be considered. Contractor should indicate the need for a classified submission process if so desired to DHS S&T POC listed above. In summary, these workshops will provide accepted applicants an opportunity to brief their technology to a panel of multiple interested government agencies.
