Description
The Philadelphia Division, Contracting Department of the Fleet and Industrial Supply Center (FISC) Norfolk intends to solicit and negotiate a sole source acquisition with only one source, CENTRA Technology, Inc., under the authority of FAR 6.302. This acquisition will be processed through FAR 13.5. The purpose of the resultant contract is to provide Cultural Analytical support to the Marine Corps Intelligence Activity's (MCIA) Cultural Intelligence Program. It is anticipated that the contract will contain a base ordering period from the date of award until 31 December 2009, with four twelve month options. Under the resultant contract, the Contractor will address shortfalls in resident analytic capabilities dealing with comprehension of foreign cultures and other complex knowledge areas to successfully fulfill MCIA's responsibilities to support Marine operating forces and national intelligence requirements. The Contractor shall provide expertise related to overall program management, but their primary responsibility will be to provide Subject Matter Experts (SME) with in-depth knowledge of foreign cultures and other complex areas to MCIA. Contractor support requirements include the following task areas: analytic assessments and/or reviews; SME seminars/conferences to MCIA's workforce; briefings and speakers to deploying units; SME review on draft MCIA products; meta-tagging documents; literature review and bibliographic summaries; training/educational services; semi-structured and unstructured interviews; and logistical and administrative support to MCIA's Cultural Field Schoo! l. The applicable North American Industry Classification System (NAICS) Code is 541990 "All Other Professional, Scientific, and Technical Services". Such inquiries should refer to Control Number 2009-1517. This notice of intent is NOT a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for the information received in response to this notice.
