- SIR DTFAWA-09-R-AE000 The Federal Aviation Administration (FAA) is soliciting competitive proposals to provide Architect and Engineer (A-E) design services for the FAA's EnRoute Facilities Planning and Modernization Program. This program supports En Route Air Traffic operations and service level availability through facility life cycle program management of the 21 Air Route Traffic Control Centers (ARTCCs), the Combined En Route Radar Approach Control Facilities (CERAPs) at San Juan and Guam and other FAA owned, operated, or sponsored facilities. These design services are detailed in the attached Screening Information Request (SIR) DTFAWA-09-R-AE000, to include all attachments. The FAA anticipates an award of an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract with a five (5) year base period and at the FAA's discretion two- two year option periods. Offers, submitted in response to this Screening Information Request (SIR) will be evaluated in two phases with the most highly competitive proposals advancing to Phase II. This approach and all other Offerror submission requirements are in Section L. All questions/inquires must be provided via email to Dave Keehan at dave.keehan@faa.gov no later than May 28, 2009. Offeror responses, in accordance with DTFAWA-09-R-AE000 Section L, are due at FAA Headquarters Office in Washington DC no later than June 8, 2009, 1 PM (EDT). Offerors are advised that a potential organization conflict of interest (OCI) may exist if the successful Offeror develops work products for this A-E contract and then was awarded the construction that resulted from these work products. Therefore, the successful Offeror will not be awarded any construction effort where the design was developed via this contract. The FAA will not be liable for any costs associated with the preparation of responses to this solicitation. Therefore any cost associated with responding to this announcement is solely at the Offeror's expense. Prospective Offerors are hereby on notice that any amendment(s) issued to this solicitation will be published at http://faaco.faa.gov/ under the current announcements for the FAA Headquarters.
