Description
The Space and Naval Warfare SystemsCommand (SPAWAR) intends to negotiate a sole-source contract with General Dynamics C4 Systems (GDC4S) of Scottsdale, AZ. This contract will require GDC4S to manufacture and deliver approximately 514 DMRs and approximately forty-five (45) High Frequency Distribution Amplifier Groups (HFDAGs). This procurement will also include ancillary spares for the DMR and HFDAG systems. GDC4S will provide supplementary Integrated Logistics Support (ILS) services and contract data deliverables in accordance with the Contract Data Requirements List (CDRL) DD form 1423. This new sole- source contract to GDC4S will contain Firm Fixed Price (FFP) line items, and will be for one (1) base year and four (4) option years. The Digital Modular Radio (DMR) program provides a software definable radio with embedded INFOSEC, capable of transmitting and receiving on four radio frequency (RF) channels simultaneously. It is based on open system architecture and is interoperable over the-air with existing HF/VHF/UHF Line of Sight & UHF SATCOM circuits such as DAMA, SINCGARS, AN/WSC-3, VHF Civilian Air Distress, and other circuits utilizing legacy radios. The HFDAG systems support DMRs high frequency capabilities and are integral to the DMRs functionality onboard ships, enabling compatibility with the Power Amplifiers (PAs) currently onboard ship platforms. This procurement requires access to and knowledge of DMRs Software Source Code and design data; both of which are proprietary to GDC4S. Additionally, GDC4s is the only vendor with the extensive knowledge necessary to interpret and apply DMRs software source code and design data in the time necessary to manufacture and deliver these systems by their need dates. As the sole designer and proprietary technical data rights holder for the DMR, GDC4S possesses the requisite knowledge and ability to satisfactorily perform the requirements.
