- General Information Document Type: Presolicitation Notice Solicitation Number:W900KK-09- R-0045 Posted Date:May 20, 2009 Response Date:May 27, 2009 Archive Date:May 27, 2009 Classification Code:15 -- Aircraft & airframe structural components Set Aside:N/A NAICS Code:336411 -- Aircraft Manufacturing Contracting Office Address PEO STRI Acquisition Center, 12350 Research Parkway, Orlando, FL 32826-3276 Description The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI); Project Manager for Instrumentation, Targets and Threat Simulators (PM ITTS); Threat Systems Management Office; in support of the Afghanistan National Army Air Corps (ANAAC) and the Combined Security Transition Command - Afghanistan, is seeking information on the capabilities of interested vendors to provide two (2) refurbished Mi-17-1V helicopters and associated parts and equipment which will strictly meet the requirements provided in this synopsis. Each aircraft shall have the following standard Russian avionics and power train items. Engines 2 each, TV3-117VM Transmission - VR-14 APU Ai-9V VHF Radio 2 each BAKLAN-20 HF Radio YADRO-A Intercom SPU-7 Radio Compass ARK 9 Automatic Direction Finding System ARK-UD Cockpit Voice Recorder MS-61 Voice Warning System RI-65 Radar Altimeter A-037 The contractor must provide recently overhauled Mi-17-1V aircraft that are less than 17 years old and with a minimum of 1500 hours and seven (7) years remaining service life before the next overhaul. The Mi-17-1V helicopters overhaul must be performed by an Interstate Aviation Committee (IAC) certified facility. Airworthiness Certification for the complete aircraft must be obtained by the contractor from an IAC certified organization. Factory Acceptance testing prior to delivery to Kabul, Afghanistan will be conducted at the vendors IAC certified facility. Delivery and final acceptance of the aircraft will be performed in Kabul, Afghanistan and need to be delivered no later than 31 July 2009. This procurement is being conducted to satisfy an urgent requirement. The request must include adequate supporting documentation that validates the ability to provide certified aircraft within the delivery schedule identified above. Lack of supporting documentation will result in disqualification. All responses must be received by 1500 Eastern Time on 27 May 2009.
