- This combined sources sought/synopsis is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this combined sources sought/synopsis. The Contracting Center of Excellence (CCE) on behalf of the U.S. Army Medical Command (USA MEDCOM) & Office of the Surgeon General (OTSG) intends to procure contractor support for Program Support Services as a HubZone set-aside, small business set-aside or under full and open procedures. The capability package for this sources sought market survey is not expected to be a proposal, but rather statements regarding the companys existing experience in relation to the areas specified in the PWS. Only HUBZone small business concerns and small business concerns are to submit capability packages. Interested HUBZone small business concerns and small business concerns that are certified and qualified as a HUBZone small business concern or small business concern in NAICS code 541611 with a size standard of $7.0 million dollars are encouraged to submit their capability packages. Capability packages must not exceed 15 pages in length and must be submitted electronically. HUBZone small business concerns and Small business concerns are to describe their capability to perform studies, produce reports, participate in and/or facilitate agency-wide workgroups, develop presentations, propose and support implementation of strategies and provide unbiased advice to management and staff regarding the improvement and streamlining program management activities. The following questions must be answered and elaborated on as part of the package: (1) What is your experience with providing Program Support Services to include the following funcitons: management of human capital, governence of information technology resources, performance measurement, communications, business process re-engineering, automation, integration, information systems integration, project management, budgeting, human resources management, extramural mangement, implementation of strategies, business processes, initiatives, plans, projects and reorganizations? Provide specific experiences where your company has implemented each. (2) In support of the functions mentioned in question 1, what is your experience with performing studies, producing reports, participating in and/or facilitating agency-wide workgroups, developing presentations, proposing and supporting implementation of strategies, and providing unbiased advice to management and staff regarding improvement and streamlining program management activities? (3) What is your experience with using initiative and strategic thinking in providing advice and recommendations on new and innovative solutions not specifically solicited by government management or staff? (4) Does your firm have the work experience similar in nature, scope, complexity, and difficulty of work in the PWS? (5) Does your firm have the financial capability to withstand a negative cash flow of $1,250,000.00 per month? (6) Does your firm have the relevant past performance within the last three years? (include contract numbers, contract type, dollar value of each procurement, point of contracts, and brief description of the work performed) (7) What is your experience in providing a variety of support type services to meet dynamic health care needs in a timely manner; specifically as it relates to healthcare issues for the Military Treatment Facilities? Provide specific experience and what agencies. (8) What is your experience in facilitating and managing large and complex programs which involve interacting with higher echelon of management at all levels? Provide specific experience and identify where, when and how the program was implemented. (9) What is your experience in overseeing large, complex IT systems with an array of healthcare type data? Provide IT systems and level of involvement. If at least two responsible HUBZone small business concerns are determined by the Government to be capable of performing this requirement based on an evaluation of the capability packages submitted, the requirement will be solicited as a HUBZone small business concern set-aside. If capability packages are not received from at least two responsible HUBZone small business concerns by the response date or if the Government determines that no HUBZone small business concerns are capable of performing this requirement based upon an evaluation of the capability packages submitted the next priority will be to small business concerns. If there are at least two responsible small businesses capable of performing this requirement based on an evaluation of the capability packages submitted, the requirement will be solicited as a 100% set-aside for small businesses. If capability packages are not received from at least two responsible small businesses by the response date or if the Government determines that no small business concerns are capable of performing this requirement based upon an evaluation of the capability packages submitted this requirement will be solicited under full and open procedures. Capability packages are due by 12:00 pm EST, 29 May 2009. To assist us in maintaining a list of interested HUBZone small business concerns and small business concerns for this potential procurement, please provide your companys name, point of contact (POC), address, phone number, and business size under the above NAICS code to the POC for this procurement Elijah Gross, at elijah.gross@us.army.mil. A time & materials (firm-fixed price labor hour) indefinite-delivery indefinite-quantity (IDIQ) contract is anticipated. The anticipated period of performance will be 3 July 2009 2 July 2010 plus 2 option years. The place of performance will vary based on task order. Contractor personnel are require to possoess a current secret clearance. Contractors are responsible for all costs for submitting their capability packages.
