Description
Responses to this Request for Information (RFI) are not considered offers and cannot be accepted by the Government to form a binding contract. This RFI is for market research purposes only. Respondents should not submit any proprietary information when responding to this RFI. Respondents should also note that the government will not return any information submitted in response to this RFI. The Government is not responsible for any costs incurred by respondents regarding any responses to this RFI. Respondents must submit capability statements that clearly define the firms ability to perform the work stated in this RFI in conjunction with the DRAFT Performance Work Statement. THIS RFI IS NOT A REQUEST FOR PROPOSAL. It is a market research tool (FAR Part 10) being used to determine potential contractors capable of providing the services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. It is also a tool to get feedback on the requirement detailed in the DRAFT Performance Work Statement. Feedback is encouraged and appreciated. "Title of the Requirement: Joint Medical Executive Skills Institute "Location: Fort Sam Houston, San Antonio TX The anticipated period of performance is as follows: Base Year 1 Oct. 2009 30 Sept. 2010 REQUIREMENT: Refer to the Attached DRAFT PWS. The Contract Type is anticipated to be a Firm-Fixed Price. Requirements include: Distance Learning (DL) initiative for the Joint Medical Executive Skills Institute (JMESI). The JMESI is the proponent for military medical executive skills and the DL program is one of the primary avenues for carrying out the JMESI mission. (a) This initiative consists of developing two (2) new modules, development and production of three (3) interactive decision making/critical thinking scenarios, and the development and production of two (2) virtual DL modules. (b) Maintenance components for this contract include, but are not limited to, updating, re-certifying and maintenance on content in fourteen (14) already developed DL modules and virtual campus curriculum. The 14 DL modules require annual updates and maintenance. The modules content must meet the requirements listed in the Quadrennial Defense Review 2006 (QDR) Transformation Initiative #5 that calls for joint leader development and lifelong learning. In addition, the modules must meet objectives and goals listed in the Military Health Systems (MHS) Human Capital Strategic Plan approved in December 2007. Joint leader development is a component of the 40 core competencies, and the modules serve as lifelong learning initiatives. The existing modules are such that they require routine updating; for example, Medical Treatment Facility (MTF) accreditation; personnel updates; readiness issues, and business process systems. SUBMITTAL INFORMATION: It is requested that interested concerns submit a brief capabilities statement package (no more than 10 pages in length, single spaced, 12 point font minimum) demonstrating ability to perform the services listed in the attached DRAFT PWS. A generic capability statement is not acceptable. Please review carefully the requirements listed below. This documentation must address, at a minimum, the following: 1. Title of the requirement 2. Company profile to include number of employees, annual revenue history, office location(s), DUNS number, and a statement regarding current small/large business status 3. Prior/current corporate experience performing efforts of similar size and scope within the last three years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract values, Government point of contact with current telephone number, and a brief description of how the referenced contract relates to the services described herein 4. Resources available such as corporate management and currently employed personnel to be assigned to tasks under this effort to include professional qualifications, specific experience of personnel. 5. Management approach to staffing this effort with qualified personnel 6. Statement regarding capability to obtain the required industrial security clearances for personnel 7. Statement regarding capability to meet requirements discussed in the DRAFT PWS. 8. Companys ability to perform at least 51% of the work 9.
