Description
Attachment #1 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: Quotes are being requested and a written solicitation will not be issued. AG-0546-S-09-0001 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-31. This solicitation is being conducted under full and open competition; however, all things being equal, preference will be given to U.S. Small Businesses. The associated NAICS code is 811198: size standard of $7.0 million in annual receipts is applicable. USDA-NATURAL RESOURCES CONSERVATION SERVICE (NRCS) has a requirement for non-personal services to furnish all supplies, equipment, material, and labor to augment a 2009 Dodge Ram 3500 Chassis cab 4X4 dually with the following components (reference attached parts list) to accommodate the mounting of government furnished equipment (GFE), i.e., “soil probe”. Further, the Contractor shall clean and paint the existing GFE “Soil Probe” and mounting frame. The Contractor shall dismount the existing GFE “Soil Probe” and mounting frame from a 1993 Ford F-250 Chassis and remount the GFE “Soil Probe on the 2009 Dodge Ram 3500 Chassis cab 4X4 dually without damaging the soil probe or trucks. The Contractor shall be responsible for the transport of the government vehicles, i.e., the 2009 Dodge Ram 3500 Chassis cab 4X4 dually and the 1993 Ford F250 Trucks,-to and from- the place of performance of the required work. The government can assist in the pick-up and delivery of the vehicles for performance sites which do not exceeding a 30 mile radius from 316 W. Boone Avenue, Spokane, Washington. The Government shall award one contract for the augmentation required for the 2009 Dodge Ram 3500 Chassis cab and the cleaning, painting, dismounting, and remounting of the existing GFE “Soil Probe”. Reference Attachment #1 for details. The required performance period is within 60 days of notice of award. The government will award a Firm Fixed Priced (FFP) contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors in descending order of importance shall be used to evaluate offers; (1) technical capability of the items offer to meet the Government requirement and (2) delivery schedule; (3) Small Business participation; The combination of factors are approximately equal in importance to price The provision at 52.212-1, Instruction to Offerors—Commercial, applies to this acquisition (there are no addenda to this provision).. Provision at 52.212.3, Offeror Representations and Certifications-Commercial Items; Clause 52.212.4, Contract Terms, and Conditions---Commercial Items with addenda NRCS 4I-52-232-70, Designation of Payment Office Contact Point; and Clause 52.212.5, Contract Terms and Conditions Required To Implement Statues Or Executive Orders—Commercial Items (there are no addenda to this clause), applies to this acquisition. QUOTES ARE DUE June 11, 2009 5:00 P.M (PDT). Quotes must be addressed to Ronald Joyner, Contracting Officer, USDA-NRCS, 316 W. Boone Avenue, Suite 450, Spokane, Washington 99201-2348. Facsimile quotes may be sent to (509) 323-2909. E-mail quotes may be sent to Ronald.Joyner@wa.usda.gov. All quotes must be in writing, dated and signed by an authorized representative of the firm providing the quote. Quote shall include the RFQ number, i.e. AG-0546-S-09-0001, to include a copy of the completed SF1449, blocks 12, 17a & b; 24, 30a, b, &.c. with proposed price; and completed copy of the provision at 52.212.3, Offeror Representations and Certifications-Commercial Items, found at http://www.arnet.gov/far/ with this offer. Contractor must be registered on the Federal Government’s Central Contractor Registration website (www.ccr.gov) prior to contract award.
