- The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 13.106-1) with Medtronic Inc. 710 Medtronic Pkwy, Minneapolis, MN, 55432-5604, as the only responsible source that can provide the External Cardiac Pacemaker Model 5388 as requirement by USNS MERCY. This acquisition is being conducted under the FAR 13.5 test procedures for commercial items. Provisions and clauses in effect through Federal Acquisition Circular 2005-24 are incorporated. USNS MERCY has a need for an External Cardiac Pacemaker. The Medtronic Model 5388 is a battery-powered, temporary, dual chamber pacemaker designed primarily for temporary anti-bradycardia pacing therapy. The device provides eight selectable mode of pacing therapy. This will replace the obsolete functions of the existing pacemakers on the USNS MERCY. The Medtronic pacemaker continuously monitors the heart to treat bradycardia by sending out a small undetectable electrical signal to restore the heart to a more normal rate. The USNS MERCY currently has the Medtronic Model 5388 on board, so continuing with the same unit will streamline training and provide better patient care while being in compliance with enhancing Integrated Logistical Support for shipboard applications. The Government would incur a substantial duplication of cost and patient treatment breakdown to consider other than the Medtronic External Cardiac Pacemaker Model 5388, which is not expected to be recovered through competition. Items being purchased in this acquisition: (5) External Cardiac Pacemaker Model: 5388 (2) Operator’s Manuals (2) Service Manuals This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 423450 with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable system is provided by Medtronic, Inc.
