- AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is PR20041657 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-31. The associated North American Industrial Classification System (NAICS) code for this procurement is 541930 with a small business size standard of $6M. This requirement is unrestricted and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2009-05-20 16:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. The DHS-Customs and Border Protection requires the following items, Meet or Exceed, to the following: LI 001, Statement of WorkU.S. Customs & Border ProtectionField Operations Academy1131 Chapel Crossing RdFLETC Townhouse 390CGlynco, Georgia 31524 REQUIREMENT:This request is for Sign Language Interpreters and a professional note taker for (1) student that will attend the Basic Entry Specialist Training (BEST), Class # 902. The training is being held in Charleston, South Carolina. The student will either be in the main classroom, a computer lab or the V-Tel room. In all probability the rooms will be in the same building, but possibly on different floors. There is one classroom in another building, but will not know the room assignments until right before the class is scheduled to start. There are no field trips or out of classroom exercises. There is one exam. If a student fails, there are about 2 hours of remediation allowed and 3 hours for re-testing after hours. Due to critical nature of the ADA accommodation in order to meet exigent circumstances, e.g. health unit, remediation, re-testing, practical exercises, etc., including but not limited to, hours of work before and after scheduled class hours, and at locations other than the classroom environment. CLASS DATE/TIME:The training is 12 days long.Date to start is Tuesday, June 9, 2009 with graduation at 2:30 p.m. on Wednesday, June 24, 2009.The daily schedule is from 7:30 a.m. to 4:30 p.m.Lunch break is 11:30 to 12:30.There is a 10 minute break every 50 minutes. Award will be to the lowest price technically acceptable firm., 1, EA; For this solicitation, DHS-Customs and Border Protection intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. DHS-Customs and Border Protection is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com.
