- NASA/GSFC has a requirement for a Northbound IP Data Service for a wide areanetwork connection between our administrative LAN at Wallops Flight Faiclity (WFF)located at Wallops Island, VA and the administrative LAN located at Goddard Space FlightCenter (GSFC) in Greenbelt, MD. NASA requires that this service be provided by a memberof the Maryland Broadband Cooperative (MDBC). The purpose of this data service will beto serve as a backup to an existing point to point OC-3 as the primary WAN betweencampuses. We would like to minimize single points of failure and will be analyzing thedata path of your proposal. The Network Requirements are as follows: Routed IP datawervice from WFF to Internet; Ethernet connection site at WFF in Building N-162 (100BaseTor 1000BaseT); Must support IPSEC - NASA will provide hardware firewalls at each campus(WFF and Greenbelt) for the IPSEC tunnel; Static Internet routable IP for the WFFFirewall; Data service must be Northbound from WFF; Must Utilize the Maryland BroadbandCooperative; 100Mb of bandwidth; Service Level Agreement: Service provider shall respondto network outages within 4 hours and correct the problem within 24 hours. ServiceProvider shall provide no less than 99% Availability per month, if availability is lessthan 99% during the monthly billing period service provider shall provide a reimbursementfor the fractional monthly charge. Provider shall provide their method that will be usedto calculate the availability and reimbursement for fractional monthly charge ifavailability is less than 99%; Service provider shall provide contact information forreporting problems and checking status. The Contract will be awarded based on price anddeliverables. Service Provider shall be able to provide this service by July 15, 2009. The Period of Performance Required is July 15, 2009 to July 14, 2010. Service Providershall provide a monthly cost on their quote.This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the onlysolicitation, which is issued as a Request for Quotation (RFQ); quotes are beingrequested and a written solicitation will not be issued. Offerors are required to submittheir quote to the NASA, Goddard Space Flight Center, Wallops Flight Facility, Attention: Diana W. Frimmel, Building E-105, Room 314, Wallops Island, VA 23337. The informationrequired by FAR Subpart 12.6 is included in the on-line RFQ.The Government intends to acquire a commercial item using FAR Part 12 and the SimplifiedAcquisition Procedures set forth in FAR Part 13.Questions regarding this acquisition must be submitted in writing (e-mail is preferred)no later than June 19, 2009.
