Description
This Sources Sought Notice is issued under the American Recovery and Reinvestment Act of 2009 (ARRA) and is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the General Services Administration (GSA). The General Services Administration, Region 8, Mountain Plains Service Center, is conducting a market survey and is seeking sources for Design-Build services for the IRS Service Center in Ogden, UT. The intent of GSA is to reduce energy demand, reduce operation and maintenance costs, and improve building system controls and occupant comfort. The anticipated requirements for this opportunity include a high performance lighting replacement and the upgrade of building control systems hardware and software (or replacement if necessary) within the IRS Service Center, which will decrease energy consumption and operational costs and improve building system controls and occupant comfort. This project may include some or all of the following: 1. Highly efficient overhead lighting fixtures; 2. Lower overhead lighting intensity supplemented with task lighting to create better lighting levels at the work surface; 3. Dimming fluorescent ballasts for all perimeter areas with windows, so that lights will dim as incoming daylight supplies more of the required light level, and occupancy sensors throughout; 4. LED lighting in some special applications, such as parking garages, fire exit signage; 5. Stairwell lighting with new sensors & reduced 24/7 requirements; 6. More user controls; 7. Central on-off lighting control through the building energy management control system. The Design-Build is anticipated to begin in early 2010. The design and construction cost is estimated at $2.4 Million. Interested sources that have extensive superior design-build experience in transforming federal buildings (or similar office buildings) into high-performance green buildings shall submit a capability document, no more than 3 pages in length, describing its expertise on similar projects as that described in this Notice. In addition, provide a bonding document stating your firm's capability to bond up to at least the estimate identified above. GSA is encouraging qualified small business participation. Companies should indicate eligibility under the small business programs such as veteran owned, service-disabled veteran-owned, HUBZone, small disadvantaged, women-owned, and 8(a). Additional information related to the small business programs can be found at www.sba.gov. Interested sources shall email the documents requested above to Tracy McGrady-Barnes, Contracting Officer at tracy.mcgrady-barnes@gsa.gov, NLT June 12, 2009.
