THIS IS A MODIFICATION TO Q8823090145 - Wawona Bridge Scaffolding Rental THIS MODIFICATION is necessary to inform vendors that the RFQ response date has been extended from May 29, 2009 to June 19, 2009 in order to give time for site visit. All other terms and conditions of the RFQ remain unchanged. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-26. The solicitation number is Q8823090145 and is issued as a Request for Quotes (RFQ). NAICS code: 532490. No paper copies will be sent. Notifications of any changes will be made as modifications to this announcement. To receive an award, vendor must maintain a current registration at www.ccr.gov. The National Park Service, Yosemite National Park (YOSE), has identified a need for the rental of scaffolding equipment. NAICS Code: 532490. SECTION C - DESCRIPTIONS AND SPECIFICATIONS Scope of WorkRental of ScaffoldingPreservation of the Wawona Covered Bridge Project General:The general scope of work for this contract consists of the rental of all equipment needed to scaffold the exterior of the Wawona covered bridge structure and allow access to the siding and roof shingles. All scaffolding shall be in place before work begins. Work is scheduled to begin in August 2009 after the spring river runoff subsides. Because the bridge spans the South Fork of the Merced River, a designated Wild and Scenic River, it will require a limited placement of equipment in the riverbed and water. The National Park Service (NPS) will approve the placement of any equipment in the riverbed. The services provided shall comply with all applicable Occupational Safety and Health Administration (OSHA) regulations concerning the use of scaffolding. The NPS Safety Office will inspect final installation and can reject any unacceptable scaffold parts or practices. Purpose:The purpose of this work is to maintain and preserve the bridge structure. Following the installation of the structure scaffold, the Park crew will execute preservation tasks associated with the Covered Bridge structure. Tasks identified in the Maintenance Report prepared by C+D Consulting Structural and Civil Engineers, require inspection of the transverse floor beam and outrigger diagonal brace flashing, apply wood preservative to siding and roof shingles, inspect mortise and tenon connections for deterioration, and make any necessary repairs. Site Orientation:The site is located at the Pioneer History Center in Wawona, Yosemite National Park. The Pioneer History Center is directly north of the site, with the Wawona Hotel complex to the south. The Covered Bridge itself is 133'4" long by 15'10" wide and approximately 50 feet from ground to roof eave. This structure spans the South Fork Merced River. Products:Rental of equipment capable of allowing access along full length of both exterior walls and roof. A sketch or drawing of proposed system is recommended. An on site visit with the project leader is highly recommended. Contractor's Responsibilities:Contractor shall be responsible for the following:"Transporting equipment to and from the site."Erecting and removal of equipment."Any repairs and maintenance to equipment as needed."Compliance with all OSHA requirements."Provide adequate sills for scaffold poles, legs, posts, frames, and uprights. Use base plates or other adequate firm foundation to distribute loads properly."Use adjusting screws to adjust levels to uneven grade conditions."Plumb and level all scaffold as the erection proceeds."Each frame or panel shall be braced by horizontal bracing, cross bracing, diagonal bracing or any combination thereof for securing vertical members together laterally."Tie scaffold to wall or structure when the height to base width ratio exceeds 4:1 by guying, tying, bracing, or an equivalent means. Vertical ties shall be repeated at intervals not greater than 26 feet. Horizontal ties shall be placed at each end and at intervals not greater than 30 feet. Ties must prevent the scaffold from tipping into or away from the structure."Equip all platforms with proper guardrails, midrails and toeboards along all open sides and ends."Use only planking lumber that is properly inspected and graded as scaffold plank and free from saw cuts, splits, holes, or other defects including paint, mortar, insulation, etc., where wood grain is not clearly visible."Planking overlap shall be at least 12 inches and extend 6 inches beyond center of support, or be cleated at both ends to prevent sliding off supports.
