Description
The Naval Air Systems Command (NAVAIR), Precision Strike Weapons Program Office (PMA-201) announces its intention to host an Industry Day to establish communications with potential sources who have the skills, experience, qualifications, and knowledge required to successfully and safely demonstrate an Actively Stabilized Aerial Refueling Drogue for the Aerial Refueling Store A/A42R-1 (P/N 31-301-48310-5) (ARS). The Government is seeking participation from interested companies, and they are invited to attend an Industry Day to be held at Frank Knox Bldg 2189, Room 100, Naval Air Station, Patuxent River, MD 20670 on or about 11 JUNE 2009. This information exchange will provide an open forum for discussion of ideas before a anticipated formal Request for Proposal (RFP) is issued. Attendees should plan to arrive between 0730 and 0800 (EST). Industry Day will entail a 2 to 3 hour presentation by the Government followed by optional closed forum one-on-one side meetings between the Government and potential sources. The one-on-one sessions are limited to approximately 45 minutes per company. Pre-registration is required. Companies attending Industry Day should limit their representation to no more than 5 individuals. All Industry Day pertinent information will be made available via the NAVAIR Electronic Solicitation Website http://www.navair.navy.mil/doing_business/open_solicitations. All amendments will be posted at the same Internet website. Interested parties should regularly access the website to ensure that they have all amendments. Those companies that are interested in attending the Industry Day are to respond to this announcement at Angela.Wilcox@navy.mil or Tracy.Medford@navy.mil no later than Close of Business (COB) 03 JUN 2009. Companies are also required to notify the POC when responding to Industry Day attendance if they desire a one-on-one session. Companies shall provide the number of attendees requested, Name of the Company, Name of each Attendee, Title, E-Mail address, Phone Number, Birth Country, Birth City and State (If in the US), Citizenship and Country of Residence to the Point of Contact (POC) cited in this announcement. This information is required in order to authorize the appropriate visitor’s request and this information will be safeguarded from unauthorized disclosure. FOREIGN PARTICIPATION: This program may require a procurement effort in certain critical technologies/data that are not releasable to foreign firms. To participate, a foreign firm may be required to team with a U.S. firm that possesses a U.S. facility clearance with technologies/data safeguarding capabilities, inclusive of the authority to receive critical technology and/or data required to execute this program. Any resultant contractor teaming or license agreements between U.S. firms and foreign firms, to include employment of foreign nationals by U.S. firms, shall be in accordance with current U.S. export laws, security requirements, and National Disclosure Policy and shall require the prior approval of the contracting officer and foreign disclosure officer. It is the contractor’s responsibility to provide evidence of any such agreement and/or license to this office for review and this shall be verified prior to release of any controlled documents. The U.S. Government will provide foreign disclosure guidance to the U.S. firms. RELEASE OF TECHNICAL DATA PACKAGE INFORMATION: It is anticipated that a DRAFT Statement of Objective (SOO) and a DRAFT Performance Specification will be available upon request prior to Industry Day. The Government will only release the data, including any subsequent drafts, upon request. No telephone requests for the data will be accepted, the information will not be posted to the Internet, and no hard copies will be mailed. This information has been designated as “Distribution D” and is only releasable to current and approved Department of Defense (DoD) contractors. In addition, this program requires a procurement effort in certain critical technologies/data that are not releasable to foreign firms. Some documents are under Federal export control for “sensitive” or “controlled” technologies regulated by the U.S. Department of State’s International Traffic in Arms Regulations (ITAR) protecting national security. Data may not be exported without an approval, authorization, or license under E.O. 12470 or the Arms Export Control Act. As such, the documents contain data whose export/transfer/disclosure is restricted by U.S. law and dissemination to non-U.S. persons, whether in the United States or abroad, and requires an export license or other authorization. Disclosure of the Draft documents requires the verification of a current license for the oral, visual or documentary disclosure of technical data by U.S. persons to foreign persons as defined under by the U.S. Department of State website. http://pmdtc.org/licenses.htm. As such the DRAFT Statement of Objectives, any associated Appendices, the DRAFT Performance Specification, and any associated Appendices will NOT be posted and must be obtained through this office. Interested Firms should request a copy of the draft Technical Data through Angela Wilcox at: angela.wilcox@navy.mil or Tracy Medford at: tracy.medford@navy.mil. This request may be provided in conjunction with the request for Industry Day Participation. The written request must be submitted to this office and must include the name of your company, mailing address, phone number, email address (if available), current CAGE number, Central Contractor Registration number and acknowledgement of the contractor’s responsibility under the U.S. export contract laws and regulations. For any foreign firm, the request must include proof of a current and applicable approval, authorization, or license under E.O. 12470 or the Arms Export Control Act if applicable. Once the items have been made available for release, and upon confirmation of your request, the data will be provided. Prior to release of any document under this announcement, any U.S. contractor must acknowledge it's responsibilities under U.S. export control laws and regulations (including the obligation, under certain circumstances, to obtain an export license prior to the release of technical data within or outside the United States) and agree that it will not disseminate any export-controlled technical data subject to this requirement in a manner that would violate applicable export control laws and regulations. It is the responsibility of the contractor to provide this certification and/or proof of a current approval, authorization, or license under E.O. 12470 or the Arms Export Control Act. Upon verification of your status and acknowledgement, the requested documents will be provided. If applicable, offerors must have a valid DD Form 2345, Militarily Critical Data Agreement Form, on file with the United States/Canada Joint Certification Office in order to receive necessary technical data for proposal purposes. To file a DD Form 2345 please visit the DLIS website at www.dlis.dla.mil/jcp/ or contact them at 1-800-352-3572. This website will provide all necessary information concerning certification under the Joint Certification Program. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to enlist industry’s comments and to determine the availability and adequacy of potential business sources prior to determining the method of acquisition and anticipated issuance of a Request for Proposal that will include the use of any appropriate small business programs. The DoN will NOT assume liability for costs incurred by an offeror for travel expenses, presentations, or marketing efforts, or for data offered for examination in response to this synopsis. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. This synopsis is for informational and planning purposes only and does not constitute a solicitation for bid or proposals, and is not to be construed as a commitment by the Government.
