- ***Proposal Due Date changed to June 30, 2009 at 2PM (EST)*** ***Revised Drawings and Specification additions attached to this amendment*** Notes from the Pre-proposal site visit RECOVERY ACT: EMERGENCY ROOM REMODEL Project# R540-07-115. 1. This project is going to use Recovery Act Funds, so the Contractors need to pay close attention to the reporting required by the American Recovery and Reinvestment ACT. Pg 23, FAR Clause 52.204-11 The projects will be looked at by varies people and will tracked because they are using this money. 2. 80% of the money needs to be spent by October 2010. 3. Look at Page 31 buy American Act, Products from outside the US will need to be approved by the C.O. before they can be used. 4. Contractors will need to provide detail estimates for all Divisions (Mechanical, Electrical, Plumbing, General Trades, Fire Protection, etc.), if the VA can't understand how they got their number than the offer/proposal will be thrown out. 5. Look at the phasing, and provide a commentary, Phasing will be important for this project. 6. Offers will be due June 30, 2009, project will be awarded approx. July or August 2009, Construction Start Approx. Oct., Nov 2009. 7. The VA only pays for installed materials and after the VA has reviewed the installation. 8. Contractor will be expected to submit an Infection control plan based on VA standards, and this will need to be in detail. Due to the area of work and area's surrounding this project area Infection control will be high priority. The contractor will have to access Central Sterile below this Area. 9. No Office Trailer or storage trailer is to be located on Hospital Grounds property. The site is tight and with other construction projects going on there is no space for additional vehicles. Contractors should propose the use of a shuttle to bring workers from remote site to hospital. Only one vehicle will be allowed to park on site, all other vehicles are asked to park at the far end of the over flow area or off site. 10. The new door to be cut in at stairwell 6 room 1223 between column line 18 & 19 along O, should be done as one of the first steps in the project. This will allow another emergency egress for the waiting area during construction. 11. Coordination and ordering of Materials for replacement of the Air Handling unit teardown, and rebuild will need much consideration due to the fact that this unit serves other areas and will require shutdowns of those areas. This will need to be reviewed by VA before the work begins. 12. This project area is adjacent to the MRI and vibration will be a concern, the contractor is expected to coordinate the work requiring vibration or could disrupt the MRI with the VA prior to performance of the work. 13.
