Description
The Naval Air Systems Command (NAVAIRSYSCOM) PMA-275 intends to award a sole source five (5) year Indefinite Delivery Indefinite Quantity (IDIQ) contract to Raytheon Technical Services Company (RTSC) to provide software, products, and services in support of the NAVAIR V-22 team in the areas of MV-22 and CV-22 avionics acquisition and engineering services, and avionics products, as listed below, beginning 01 January 2010 and lasting through 31 December 2014. This effort requires intricate knowledge of avionics systems, V-22 avionics simulation and test software, V-22 avionics laboratories, and related products used by the V-22 platform. It is expected that rapid responses will be required to address issues found during the deployment and testing of the V-22 platforms, and RTSC is the only known source that has the prerequisite knowledge and expertise required to execute the following efforts without significantly impacting program cost and schedule: Avionics acquisition and engineering services: Includes avionics software and systems engineering, and prime contractor and subcontractor monitoring of new V-22 Block developments. Also includes technology evaluations and demonstrations to support program planning, and developmental software testing. Further engineering services are required in support of the Fleet Support Team (FST) for resolution of avionics user technical problems, and the transition from the legacy RTSC Aircraft Maintenance Event Ground System (AMEGS) to the new maintenance system for V-22. Avionics products: Includes V-22 Software Support Activity (SSA) Fleet software suite releases; V-22 Mission Planning System (VMPS) software releases; Situational Awareness (SA)/Blue Force Tracking (BFT) hardware and software products, and roadmap planning and conversion products. Products include both software and hardware Configuration Items (CIs) to support production and post-production modifications. To provide these various avionics products, including mission planning and ground stations, software and systems engineering, software design and development, and hardware and software integration and testing is required. In addition, Government owned V-22 labs housed at Raytheon Indianapolis (V-22 Avionics Integration Lab (VAIL) and V-22 Electronic Warfare Systems Test Lab (VESTL)) are required for generation and testing of these products. These labs are also utilized by other V-22 Integrated Product Teams (IPTs), such as the Electronic Warfare (EW) and Vehicle Management System (VMS). Upgrade and sustainment of these labs is required to maintain current configuration with deployed, in-production, and in-development aircraft. Deployment of personnel at Fleet and test sites is required for tasking described herein. The development and sustainment of avionics software simulation products used by V-22 labs and other activities is required to sustain the capabilities of these labs and to develop software CIs. The Navy intends to award multiple Sole-Source, Cost Plus Fixed Fee/Cost Plus Incentive Fee/Firm Fixed Price Delivery Orders under this IDIQ contract over the five (5) year period. As a result of an evaluation of responses received to a Sources Sought Notice posted 11 February 2009, it has been determined that RTSC is the only know company that possesses the engineering expertise and personnel necessary to perform the efforts associated with this procurement. Note 22 applies.
