Description
The United States Department of Energy (DOE) plans to issue Requestfor Proposals (RFP) DE-RP30-09CC400015 for the operation of two conversion facilities on DOE sites at Paducah, Kentucky, and Portsmouth, Ohio. A single solicitation will be issued that will result in award of two contracts (one for each site) to a single offeror. These facilities will convert DOEs inventory of depleted uranium hexafluoride (DUF6) located at the Paducah Gaseous Diffusion Plant and the Portsmouth Gaseous Diffusion Plant to a stable chemical form, primarily uranium oxide, acceptable for transportation, potential use/reuse, and/or disposition. Related objectives are to provide cylinder surveillance and maintenance (S&M) and disposal of the DOE inventory of DUF6, low-enrichment uranium hexafluoride (LEUF6), natural assay UF6 (NUF6), and empty heel cylinders in a safe and environmentally acceptable manner as allowed by law and policy. DOE currently has a contract with Uranium Disposition Services (UDS), LLC, for the design and construction of two conversion facilities. The design phase of this contract is complete and the physical construction of both conversion facilities is complete. UDS will perform required testing and Operational Readiness Reviews (ORR) of both facilities, culminating in DOE acceptance of the contractor ORR through DOE ORR of both facilities. The selected contractors responsibilities will include, but are not limited to, the following requirements: 1) conduct an orderly transition from the incumbent contractor to begin start-up activities for conversion plant operations at both facilities; 2) operate and maintain the conversion facilities, including disposition of uranium oxide and disposal of wastes; 3) provide surveillance and maintenance of DOEs inventory of cylinders; and 4) provide direct disposition of the DOE inventory of DUF6, LEUF6, NUF6, and empty heel cylinders. The selected contractor will fully support National Environmental Policy Act (NEPA) compliance activities, as well as prepare and implement a wide variety of plans and reports which address: project management, NEPA data, regulatory requirements, quality, product management, waste, radiation protection, and other reports as required by the contract. The selected contractor will be required to utilize an Earned Value Management System (EVMS) that is certified to meet ANSI standard ANS/EIA-748-1998. After issuance of the RFP, a Presolicitation conference will be conducted followed by a site visit to the Portsmouth facility and a site visit to the Paducah facility. The Government does not intend to acquire a commercial item or service using FAR Part 12. The NAICS Code and size standards are 561210 and $32.5M respectively. The contracts resulting from this solicitation will be for five year term from date of award.This is a full and open competition and all responsible sources may submit an offer which will be considered by the Government. An interested party may request UCI and a separate CD disk containing the UCI will be made available once the interested party has been cleared for access. Instructions for obtaining these documents are in the Requesting Sensitive Data section of the DUF6 web site. All offerors are encouraged to immediately request such information to preclude any delays in proposal submission.
