- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO. The Naval Undersea Warfare Center Division, Newport intends to place a contract for maintenance, repair and upgrade of open ocean ranges from L-3 Maripro, Inc. of Goleta, CA under the authority of 10 U.S.C. 2304(c)(1), Only One Responsible Source. The contract tasking will include engineering studies, analyses and investigations of current performance and failures in installed equipment and software, design and development of repair or replacement solutions, and fabrication of spares for existing components and systems. L-3 Maripro is the only qualified source since it designed, developed, and installed the ocean sensor systems and shore electronic systems, including embedded hardware and software for system control and interfacing. A five-year, IDIQ type contract with cost plus fixed fee provisions is planned. The total level of effort is 312,250. This notice is not a request for competitive proposals, however, all challenges and responses to this notice will be evaluat! ed.
