Description
The U.S. Capital Police has an urgent requirement for mission sensitive soft body-armor (aka ballistic vests/ Body Armor/bullet resistant vest). Vests shall not be manufactured with Zylon. Used vests shall be returned to manufacturer for recycling. Procurement Office may negotiate and award, a multiple-award, five (base and four Option) year indefinite-delivery indefinite quantity (IDIQ) contract. Non-price factors for award: ballistic integrity, comfort, and past performance. Factors For Award for pending RFP : In selecting an Awardee from the solicitation, the Government will conduct a tradeoff process similar to that described at FAR Subpart 15.101-1 "Tradeoff process" to determine which company will receive contract award. The basis for award is best value to the USCP. In doing so, the Government may award to other than the lowest priced proposal or other than the highest technically rated proposal. The first factor, Ballistic integrity, is significantly more important than the second factor, Comfort. The second factor, Comfort is significantly more important than the third factor, Past Performance. However, the technical evaluation factors, when combined, are significantly more important than price. The USCP will perform initial evaluations of comfort. Custom measurements of the approximately 20 testers will be provided in the Solicitation. Offerors will submit inserts and two carriers unmarked/unlabeled custom vests for each tester for comfort evaluations. Offerors who do not submit vests for comfort evaluation will be downgraded. Regarding the Past Performance Evaluation, your company's past performance will be evaluated under existing and prior contracts for similar products and services. In the pending solicitation, you may be asked to document not more than five (5) Past Performance references using Offeror Self assessment Past and Present Performance Information sheets. References should be for similar efforts, for work in-progress or completed within the past three (3) years. The Government will focus on information that demonstrates quality of performance relative to the complexity of the procurement under consideration. Sources other than those identified by your company in your delivery order quote may also be contacted or accessed by the Government, with the information received or retrieved by the Government used in the Government's evaluation of your company's past performance. The most comfortable rated vests with at least neutral past performance will then form the competitive range. Those vests remaining in the competitive range will then be sent for independent destructive ballistic integrity testing. Irrespective of various vendor product claims about Office of Law Enforcement Standards, National Institute of Standards and Technology Ballistic Resistance of Body Armor NIJ Standard - 0101.04 or new Standard 0101.06, the USCP will test the ballistic resistance of personal body armor. Pricing information will be requested from those vendors in the competitive range.
