Description
Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) is conducting a market survey to determine the availability and technical capability of qualified small businesses, including 8(a) small businesses, small disadvantaged businesses, woman-owned small businesses, service-disabled veteran-owned small businesses or HUBZone small businesses that can provide expert assistance to help the NICHD with a variety of strategic and operational planning and financing issues associated with the NICHD research programs. This requirement will include the following services to be performed on-site by the Contractor: Provide assistance to the NICHD leadership with an array of strategic and operational planning and financing issues. This assistance will include helping the NICHD with AIDS/Non-AIDS formulation, funding and reporting, grant funding policies, contracting funding policies, resource tracking procedures, mechanism allocations and display, AIDS coding policies in the intramural research program, internal reporting and communications, and overall strategic and operational resource management issues. In the areas of contracts, grants, Research Management and Support (RMS), and strategic and operational planning, the contractor will specifically perform the tasks as outlined below: Contracts:The contractor will prepare reports reflecting individual, program, or entire portfolio contract funding and spending trends and open document status for individual, program, or entire portfolio of contracts. The contractor will analyze and present recommendations to the leadership on contract/program funding activities. Grants:In the grants business area the contractor will assist in the review of individual, program, or entire portfolio of grant funding and spending trends and open document status for individual, program, or entire portfolio of grants. The contractor will analyze and present recommendations to the Grants Branch Chief and NICHD leadership on grant or program funding activities. Examples include reviews and analysis of the clinical trials programs, such as the Maternal Fetal Medicine Units (MFMU), new and renewing Request For Applications (RFA) programs, preparing noncompeting commitments for out year estimates, reviewing grant status of funds using Guidance for Applicants (GFA), and other ad hoc reviews and analysis requested by the NICHD leadership. Research Management and Support (RMS):The contractor will provide analysis of trends, projections of personnel and other cost, and make recommendations on overall funding levels. In addition, The contractor will draft and revise RMS funding policies and procedures as requested by the NICHD leadership. In addition, as requested by the NICHD leadership, The contractor will draft policies and procedures related to his areas of expertise for review and approval by the NICHD leadership. Examples include RMS funding policies and procedures, procedures for managing and tracking reimbursable activities, policies and procedures for using American Recovery & Reinvestment Act (ARRA) funds, policies and procedures related to risk management framework and risk mitigation activities, and other administrative policies and procedures. The contractor will assist in the implementation and management its risk management framework. This will entail working with Center/Division/Office Directors and Branch chiefs to identify risks, mitigation strategies, assisting in the preparation of the annual A-123 assurance statements, addressing specific risk exposures in various programs, and providing overall risk management guidance and assistance. The contractor will provide ad hoc support to the NICHD Financial Management Officer on a variety of budget and financial requirements as requested by the Financial Management Officer. Examples include responding to requests from the central budget office, preparing or reviewing budget tables and projections, assisting budget analysts with budget requirements, reviewing the NICHD AIDS budget and AIDS funding by the Office of AIDS Research (OAR) strategic plan categories, reviewing scientific coding for compliance with OAR and NICHD targets, and providing strategic advice on budget planning and execution activities. Interested firms with the capability of providing the required system are requested to submit a capability statement to assist the Government in determining in accordance with Federal Acquisition Regulation (FAR) 19.502-2(b) whether or not this procurement will be set-aside for any of the programs described above. The intended procurement will be classified under North American Industrial Classification (NAICS) code 541211 with a size standard of $7.5M. All respondents are requested to identify their firms size and type of business. Interested firms responding to this market survey must provide (a) capability statement demonstrating their experience, skills and capability to fulfill the Governments requirements for the above. The capability statement shall be in sufficient enough detail, but not to exceed 15 pages, so that the Government can determine the experience and capability of your firm to provide the requirements above. Your capability statement should include references. Two (2) copies of the capability statement must be received at the address identified in this synopsis prior to close of business (3:00 P.M. local time at designated location) on June 1, 2009. Responses by fax or e-mail WILL NOT BE ACCEPTED.
