- NASA/GRC has a requirement for Corrosion Inspection and Fuel Bladder Removal andReplacement for the Twin Otter Aircraft. This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the onlysolicitation, which is issued as a Request for Quotation (RFQ); offers are beingrequested and a written solicitation will not be issued. This procurement is set-asidefor small businesses only. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order forCommercial items form found at URL:http://server=mpo.arc.nasa.gov/Services/NEFS/NEFSHome.tml. A formal offer on theofferors letterhead is also acceptable.It is the offerors responsibility to monitor this site for the release of amendments (ifany). Potential offerors will be responsible for downloading their own copy of thisnotice, the on-line RFQ and amendments (if any).STATEMENT OF WORK:This requirement must comply with the Airworthiness Directive, AD 2008-13-11 dated August5, 2008, entitled Corrosion Prevention and Control Program and removal and replacementof fuel bladders on the NASA Glenn Research Centers DHC-6-1, S/N: 004, Twin Otteraircraft N607NA.Aircraft specifications are: DHC-6-1, S/N: 004, Twin Otter, N607NA Aircraft, Hours:4556.6, Landings: 1835.Note: All DHC-6-1 Twin Otter work (repairs, inspection, and maintenance) will be done inaccordance with the following:1. Equipment or manufacturers manuals2. Acceptable methods, techniques, and practices found in AC 43.133. DHC-6 Maintenance Manual, Illustrated Parts Manual, and Wiring Diagrams for systemscompatibility, if applicableThe contractor shall supply all materials and labor to complete the above requirements.DELIVERABLES:Upon contract award the contractor shall provide the following:1. Logbook entry2. Weight and balance entries (spreadsheet), if applicable3. New equipment list, if applicable4. All parts certifications/TSO information5. Parts replacement information and continuing airworthiness instructions, ifapplicableCLAUSES/PROVISIONS:The provisions and clauses in the RFQ are those in effect through (FAC) 2005-32.NAICS CODE AND BUSINESS SIZE STANDARD:The North American Industry Classification System (NAICS) code is 488190 and $7.0 millionin three-year average annual receipts.
