- Current Statement of Work for Benchmark Assessment The National Institutes of Health, Clinical Center is conducting a market survey/sought to help determine the availability and technical capability of qualified small businesses, veteran-owned small businesses, service disabled veteran-owned small businesses and/or HUBZONE small business capable of serving the needs mentioned below. This market survey/sources sought announcement is not a request for proposals and the Government is not committed to award a contract pursuant to this announcement. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not entertain questions concerning this market research. The Government will not pay for any cost incurred in the preparation of information for responding to this market survey. The Clinical Center at the National Institutes of Health has a requirement for benchmarking assessment for up to ten hospital departments. At a minimum, for each department, the analysis must align department cost and volume data to the industry standard; and benchmark these metrics with comparable Academic Medical Center (AMCs) and other relevant peer groups. The applicable North American Industrial Classification System (NAICS) code is 541611 (small business size standard is $7.0 million dollars). The Statement of Work for the services required is posted as a separate file on the Federal Business Opportunity website. The contractor providing the services must have extensive experience benchmarking in the healthcare setting, with particular emphasis placed upon academic medical center. The vendors’ responses must demonstrate their expertise in ALL of the following items. Please note that failure to specifically demonstrate capability to provide the required services in your response to this market survey may affect the Government’s review of industry’s ability to perform these services. The vendor’s responses shall be in sufficient detail to allow the Government to assess the capability of your firm. The vendor response must specifically address each of the following areas: 1.The capability statement shall demonstrate the vendor’s strategic approach to achieve the required tasks and deliverables. The vendor shall furnish a definite plan of operation including a scope of work, explanation of technical approaches, and a detailed outline of the proposed program for executing the requirements of the technical scope and achieving the objectives of the project as required by the operation. Specifically provide procedures on how the vendor proposes to accomplish the key tasks as outlined in the Statement of Work. 2.The capability statement shall focus on the vendor prior experience in providing healthcare and hospital benchmarking support, particularly in a clinical research setting. The proposal shall include sufficient information to demonstrate previous effectiveness in similar work. Prior experience at the NIH, with the federal government, or with analogously structured organizations with multiple information system stakeholders is very beneficial. 3.The capability statement shall demonstrate the vendor has qualified personnel who would be available for assignment to this project. The capability statement shall present a reference list of three past or current clients of similar requirements to the National Institutes of Health. The reference list should include the name, address, contact telephone number and the contact person for the three required references. Each capability statement must provide information on the staff who will be assigned for direct work on this project. Information should include, but is not limited to, professional training, degrees, and experience in the information technology field. Resumes of contractors who will be involved in the project should be provided, and, if these individuals are not presently employed by the contractor, the contractor should provide letters of commitment demonstrating the willingness of these individuals to accept employment if the contract is awarded. Resumes shall show recent training and experience, and specific or technical accomplishments for all key personnel. The vendor responses shall also include any other specific and relevant information related to the requirements of this project that will enable the Government to determine the capabilities of the company to perform the specialized requirements described in this synopsis. Interested organizations must demonstrate and document in any response submitted, to this market survey extensive experience with and the ability to perform all of the specialized requirements elsewhere described. This notice is a market survey and is for information and planning purposes only and does not commit the Government to any contractual agreement. THIS IS NOT A REQUEST FOR PROPOSAL. The Government will not award a Purchase Order or Contract based upon Vendor responses to this announcement. The Government shall not assume any costs for preparing or submitting any information in response to the market survey or the Government’s use of the information. Any proprietary information should be clearly identified as “proprietary information”.
