- Solicitation Package TCAQ 052109-01 (ZIP File) The purpose of this solicitation is acquisition of tendered commercial airlift transportation services in support of the United States Army Medical Material Command-Europe (USAMMCE) and associated CENTCOM Medical shippers. Note that there is no minimum award amount for this tender solicitation. Services required via tender are carrier pickup, air transportation, and time-definite direct delivery of Class VIII Medical Supplies and Equipment from origins to destinations throughout the CENTCOM Area of Responsibility. Class VIII Medical Supplies and Equipment include HAZMAT, vaccines, narcotics, and refrigerated/frozen perishable materials. Carriers must provide customs processing and clearances, dangerous goods/HAZMAT preparation and iATA certifications, and In-Transit Visibility (ITV) reporting data. Period of Performance is 1 August 2009 through 31 July 2010 Primary Origin Locations: Afghanistan, Germany, Iraq, and Qatar Primary Destinations: Locations throughout Afghanistan and Iraq, including remote or austere Forward Operating Bases. Additional fixed locations in Afghanistan, Bahrain, Iraq, Kuwait, Oman, Pakistan, Qatar, the United Arab Emirates, and Yemen. In accordance with National Airlift Policy, USTRANSCOM will award tenders to a Civil Reserve Air Fleet carrier(s) or a designated agent representing the carrier. Designated carrier agents may submit one tender on behalf of their CRAF partner if their partnership agreement is current. We require an extension of the existing partnership agreement to be effective through 31 July 2010 (duration of performance period). A carrier may specify only one agent. Alternatively, a CRAF carrier may elect to submit a tender proposal on its own behalf. We do not contemplate approval of carrier or freight forwarder teams or joint ventures beyond the scope of designation of an agent specified in the partnership letter. Interested sources must provide a completed response to the Medical Tender Technical Capabilities Questionnaire. Carriers or agents/forwarders must possess the capability to provide service from/to all locations listed in the Performance Requiremenst Statement. Carriers and agents must provide fixed prices that will remain in effect during the full duration of the Performance Period.
