- This is a SOURCES SOUGHT NOTICE. This is NOT solicitation for proposals or quotes. The purpose of this Notice is to obtain information regarding: (1) the availability and capability of qualified small business sources that can provide Veterinarian Services at the three Veterans Affairs Medical Centers, Boston Healthcare System; (2) to determine the availability of potential small businesses. Interested small businesses should indicate their status as: Service Disabled Veteran Owned Small Business, Veteran Owned Small Businesses, HUBZone small business, 8(a), Small businesses with other socio-economic status or Small businesses with no special socioeconomic categories; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. The NAICS code for this service is 541940 and the size standard is $7 million. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this Notice. Contract duration will be a base year and four option years. THIS IS STRICTLY MARKET RESEARCH THAT WILL ASSIST THE DEPARTMENT OF VETERANS AFFAIRS, BOSTON HEALTHCARE SYSTEM PLAN THEIR ACQUISITION STRATEGY. Proposals will not be accepted at this time.General Statement of Need The information provided is NOT intended to be a solicitation for proposals but rather for potential small businesses in determining their capability to meet requirements. The exact locations of the equipment and other specifications will be addressed in the solicitation. The purpose of this contract is to provide complete PART TIME (66 hours/month)veterinary medical coverage to the VA Boston Healthcare System for Jamaica Plain, West Roxbury and Brockton Campus. This includes providing guidance to funded investigators, compliance with local and federal regulatory agencies, weekly rounds to support animal health and welfare, surgical and anesthetic oversight, serve as a member of the IACUC, and maintain AAALAC accreditation. The contractor shall also provide administrative support to the programs of all of the above mentioned sites. These administrative responsibilities include attendance at monthly Institutional Animal Care and Use Committee (IACUC) meetings, pre-review of all new animal related research proposals, veterinary signatures for all such research proposals, assistance and review of materials related to regulatory organizations as they pertain to the animal research program, and weekly meetings with the Administrative Officer and/or ACOS/Research and Development. Contractor may also serve as a member of the Research Bio-safety Committee as liaison to the IACUC, if requested by the ACOS/R&D. Primary duties include, but are not limited to: Directing the operation of the animal facility to ensure compliance with current animal welfare laws, Association for Assessment and Accreditation of Laboratory Animal Care (AAALAC) regulations, and policies which support R&D programs using animal subjects. Providing professional guidance and technical support to the health care facility's investigators in planning, executing, and directing R&D research activities using animals. Initiating or reviewing requests for equipment used in the animal facility and plans for animal facility construction and renovation. Contract serves as a member of the local IACUC. Contractor shall performing mandatory veterinary consultations with investigators prior, to the submission of their animal protocol forms to the IACUC. Contractor shall participate in mandated semiannual IACUC inspections of facilities and the animal care and use program, guide the facility in preparation for AAALAC, International accreditation site visits, and compliance visits by regulatory agencies. Contractor shall write regulatory documents needed to maintain compliance with VA and non-VA regulations. This includes AAALAC, International Program Descriptions, PHS Assurance documents, USDA Annual Reports, and annual VA VMU reports. Contractor must have the following qualifications: A broad working knowledge -of all species including but not limited to: Rodents, primates, sheep, swine, dogs and rabbits. A)10 years of experience working with the VA animal care system B)10 years of experience with surgery and anesthesia with all species stated above. C)Detailed knowledge of the regulatory agencies and their requirements. D)Extensive IACUC experience. E)Served as a principal investigator on funded research projects. Special qualifications, licenses or certifications required for contractor or contractor employees A)A D.V.M., at least 10 years of veterinary experience with the VA program. A working knowledge of anesthesia and surgery for rodents, USDA covered species and primates. B)A Contracting Officers Technical Representative (COTR) will be appointed and the contractors performance will be monitored. All qualified and interested small businesses should notify this office in writing (phone calls will not be accepted) by first-class mail (or email to Tim Donaher@VA.gov) on or before 10:00 a.m. EST on June 1, 2009. Responses should include: 1) identification and verification of the company certified by the Small Business Administration and indicating socio-economic category 2) a positive statement of your intent to submit a proposal for the solicitation. This is NOT a Request for Proposals and does NOT constitute any commitment by the Government. Responses to this Sources Sought Notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this market research/Sources Sought Notice. Responding small businesses should have an active CCR registration, DUNS number and up to date ORCA registrations. SDVOSBs and VOSBs MUST be registered in VetBiz.gov
