Description
The Marine Corps Systems Command intends to negotiate on a sole source basis with BAE Systems, Land and Armaments LP, Ground Systems (BAE), York, PA a modification to contract M67854-09-C-6006 for the Assault Amphibian Vehicle (AAV) Survivability, C4I, Environment / Habitability (SCE) upgrade. The AAV SCE upgrade, an ACAT III level program, will provide systems upgrades to the AAV FOV that are required to address critical capabilities gaps in the areas of Survivability, C4I and Environment/Habitability in an effort to increase the overall vehicle combat effectiveness in support of the Marine Corps Ground Combat and Tactical Vehicle Strategy. Existing technologies will be leveraged to the maximum extent practicable to address identified critical capability gaps. SCE upgrades will be executed via Engineering Change Proposals (ECP) incorporated in AAV P7 variants and include: Survivability:- Upgraded belly and sponson armor- Blast mitigating seats- Spall liner integration- Fuel tank fire suppression- Upgraded automatic fire sensing and suppression system - Infantry weapons mount- Improvised Explosive Device (IED) jammer and Counter- Radio Controlled Improvised Explosive Device (RCIED) Electronic Warfare (CREW) integration C4I:- Blue force tracker integration- Upgraded intercom- Upgraded radio- Auxiliary power unit integration- Upgraded driver display Environment/Habitability:- Deck plate treatment The total estimated value of these upgrades is $676.6M over the next five (5) fiscal years. The proposed acquisition is intended to be directed to BAE pursuant to 10 USC 2304(c )(1), as implemented by FAR 6.302-1(a)(2)(iii). Only BAE, the incumbent prime sustainment contractor and original equipment manufacturer, has the requisite corporate knowledge, technical expertise and facilities and capital equipment necessary to satisfy the Marine Corps requirement. This notice of intent is not a request for competitive proposals; however interested parties may identify their interest and capability to respond to the requirement. Oral communications are not acceptable in response to this notice. A written response must include evidence of the respondents ability to support the proposed requirement. Interested parties with the capability of meeting the proposed requirements are requested to provide an E-mail to the MCSC point of contact, Mr. Edwin Wright, (edwin.wright@usmc.mil) not later than 1400 (2:00 p.m. EST) June 12, 2009 expressing interest and outlining their capabilities and qualifications to perform the effort. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the ! discretion of the Government.
